What does language have to do with state-building, and what impact might it have on democracy? This manuscript provides a longue durée explanation for policies toward language in Africa, taking the reader through colonial, independence, and contemporary periods. It explains the growing trend toward the use of multiple languages in education as a result of new opportunities and incentives. The opportunities incorporate ideational relationships with former colonizers as well as the work of language NGOs on the ground. The incentives relate to the current requirements of democratic institutions, and the strategies leaders devise to win elections within these constraints. By contrasting the environment faced by African leaders with that faced by European state-builders, it explains the weakness of education and limited spread of standard languages on the continent. The work combines constructivist understanding about changing preferences with realist insights about the strategies leaders employ to maintain power.

Education was a major tool in the cultural conquest of Africa and the colonising powers realized this quite early. Missionaries were among the first to make serious efforts to introduce a western style education in the early nineteenth century. To the same extent different colonial powers approached the colonization and administration of their territories differently, approaches to educate the Africans differed. Western education had an impact on the African societies during colonial rule, in the process of decolonization and also in the time after independence. As said, I want to focus on the impact of educational efforts on the struggle for independence and the nationalist movements in Africa. To do this, I chose three territories as case studies which were administered by three different European powers: The Gold Coast, the Ivory Coast and the Be lgian Congo. Methodologically, I opted to work through a list of questions which I grouped into six categories. The questions are: 1. When did education get introduced in this colony? 2. By whom was the education conducted and who had control over it? 3. How was the educational system outlined and how big was the proportion of Africans that were schooled? 4. Where and when was the vernacular, where and when the language of the colonisers used in the educational process? 5. What were the underlying ideologies and colonial policies that determined the education? 6. In what kind of jobs or functions and with what kind of attitudes or orientations did the educated continue their lives when leaving the educational institutions? How did this affect the emergence of nationalism and the struggle for independence?

Its findings point to practices specific to each study site and to Anglophone and Francophone subsystems of education as they translate local, national and global education perspectives and parallel Anglophone and Francophone cultures writ large. The narrative, analysis and findings of this study are, therefore, of relevance to educational communities in other countries, as issues of language socialisation, ideology, identity, bilingualism/multilingualism and comparative education are raised from a language- and culture-learning angle. The findings of this work also present emerging patterns of communal practices resulting from the coexistence of both subsystems of education, while the empirical data presented expose an inadequacy between official bilingualism discourse and its implementation in schools which may have a significant impact on future orientation of this policy in schools in Cameroon. This book will be useful to scholars interested in the fields of language socialisation and comparative education in general, and in Africa and Cameroon in particular. It will also be of interest to language policymakers in the context of Cameroon, as data from schools indicate that official bilingualism practice does not echo policy discourse and problematises the construct of a Cameroonian identity as constitutive of Anglophone, Francophone and local cultures. The data report, however, shows that the paradigm shift in teachers’ perceptions about the value of languages apparently influenced pupils’ attitudes towards the various languages to which they were being socialised, both at home and in school, and particularly shaped their understanding of the necessity of learning the second official language.

Repression gave way to a refined form of enslavement – a modernised version of slavery. Cameroonians joined the bandwagon and have been producing and reproducing Western industrial economies while day-dreaming of what they will never become. The whole idea of nation-building in post-colonial Africa is put in question. Book excerpt: This study presents a history, based on original archival and primary source material, of the Baptist mission educational situation of Cameroon province from 1922 to 1945. The provisions of the League of Nations' mandate, under which Great Britain administered the province in this period, included 'complete freedom of conscience and the free exercise of all forms of worship', yet from the beginning of the Mandate clear tensions existed. The missions desired education to serve evangelical purposes, while the colonial government strove for a uniform adaptionist program, suited to European perceptions of the abilities, traditions and local conditions of the African peoples. The work relates thus to a number of themes: European colonialism; the Mandate system; international theories of education; a comparison of British, American and German influences; cross-cultural mission work; and the personal contributions of three particular missionaries: Bender, Gebauer and Dunger.
