Book excerpt: School superintendents of today must balance leadership skills, political skills, instructional skills, and people skills. They are at the forefront of the school district and are the most public personification of the district. They are encumbered with and often held accountable for student achievement, ensuring that all faculty and staff are accountable in their respective areas, and fostering and many times creating a culture that must meet the needs of all of their constituents. Research suggests that being a visible presence in the school district is one way for school superintendents to gauge the effectiveness of the district. Given the complexity of the job, school superintendents must utilize every available moment to ensure that the work of the school district is done in an efficient and effective manner. The successful school superintendent will find ways to be a visible presence in the school district and in the community, thus enabling him to have first-hand knowledge about the actions of the varying constituents in the school district as well as providing opportunities for him to have a positive impact on those actions. This treatise utilizes case study design to analyze the actions of a superintendent in one suburban school district. From the analysis of interviews, documents, and interactions, certain themes emerged. This study suggests that superintendents maintaining a visible presence in the district and in the surrounding community have a positive effect on the studied areas of student achievement, staff accountability, and organizational culture. Additionally, the study analyzed and documented specific behaviors which enable the superintendent to actualize a visible presence in the school district.

Book excerpt: This self-study focuses on K-12 superintendent in a suburban school district navigating high levels of entrenched conflict between the school district and a large number of community members, some of whom had formed a group to apply political pressure on the school board and administration. Using a qualitative methodology, this ethnographic research applied the principles of self-study to a case-study of the superintendent attempting to resolve school-community conflict over the consolidation of two high schools with a bond issue to finance construction of a new high school building. The research question focused on identifying the skills, attitudes and approaches most important for a leader seeking to institutionalize the value of community outreach and partnership where pre-existing conditions provide significant obstacles to unified support for school systems. Superintendent vulnerability and authenticity, combined with validation of community concerns, were found to be important components mitigating the continuance of conflict. Maintenance of personal credibility and relative impartiality were also identified as significant components in rebuilding community trust. Specific process tools essential for ultimate conflict resolution included provision of detailed summary feedback to residents and offering the opportunity to make a compelling choice affecting the ultimate outcome. Strong interpersonal relationships and deep empathic dialogue emerged as the two key factors facilitating the resolution of this community conflict, eventually resulting in voter passage of a bond issue to finance construction of a unified high school facility.

When administrators are hired internally, they have an understanding of the district and can effect consistent development by continuing district initiatives. When administrators are hired externally, they bring new ideas to the district.

Book excerpt: Background: "The intersection of what needs to be done ... varies from school to school but ... the superintendency is the only job title with the positional authority to orchestrate the intentional meshing of actors and script toward future improvement” (Bird, Dunaway, Hancock, & Wang, 2013, pp. 77-78). Superintendents each year were held accountable for their students’ academic achievement that led to a district’s accreditation status. The students’ results on state assessments were scored, disaggregated, and categorized to assign school districts a state accountability rating. The commissioner of education used schools’ accountability ratings as one indicator to assign districts an accreditation status. Purpose: The purpose of this qualitative case study was to examine what influence superintendents’ instructional leadership decisions had on student academic achievement that led to an accredited district. Methods: The research method for this qualitative case study was in-depth interviews with three superintendents who were purposefully selected. These superintendents, each named superintendent of the year by an organization, were interviewed face-to-face and one-on-one in their district offices. The data from their interviews were transcribed and analyzed using the constant comparative method to construct themes. Results: Five themes emerged from the analyzed data of these superintendents’ interview transcripts: 1) they established a vision for their students, 2) they collaborated with individuals, 3) they continuously evaluated student data, (4) they focused on hiring the right people, and (5) they led with a care for others. Conclusion: The findings of this study indicate the possible key to instructional leadership decisions that influenced student academic achievement and aided in district accreditation was an ethic of care.
