Book Measuring National Power in the Postindustrial Age

Download or read book Measuring National Power in the Postindustrial Age written by Ashley J. Tellis and published by Rand Corporation. This book was released on 2001 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: The arrival of postindustrial society has transformed the traditional bases of national power, and thus the methods used to measure the relative power of nations should be reassessed as well. Appreciating the true basis of national power requires not merely a meticulous detailing of visible military assets but also a scrutiny of larger capabilities embodied in such variables as the aptitude for innovation, the soundness of social institutions, and the quality of the knowledge base--all of which may bear upon a country's capacity to produce the one element still fundamental to international politics: effective military power. The authors reconfigure the notion of national power to accommodate a wider understanding of capability, advancing a conceptual framework that measures three distinct areas--national resources, national performance, and military capability--to help the intelligence community develop a better evaluation of a country's national power. The analysis elaborates the rationale for assessing each of these areas and offers ideas on how to measure them in tangible ways. An analyst's handbook, RAND/MR-1110/1-A, is also available.

  • Author : Ruth Wilson Gilmore
  • Publisher : Univ of California Press
  • Release : 2007-01-08

  • Pages : 413 pages

Download or read book Golden Gulag written by Ruth Wilson Gilmore and published by Univ of California Press. This book was released on 2007-01-08 with total page 413 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 1980, the number of people in U.S. prisons has increased more than 450%. Despite a crime rate that has been falling steadily for decades, California has led the way in this explosion, with what a state analyst called "the biggest prison building project in the history of the world." Golden Gulag provides the first detailed explanation for that buildup by looking at how political and economic forces, ranging from global to local, conjoined to produce the prison boom. In an informed and impassioned account, Ruth Wilson Gilmore examines this issue through statewide, rural, and urban perspectives to explain how the expansion developed from surpluses of finance capital, labor, land, and state capacity. Detailing crises that hit California’s economy with particular ferocity, she argues that defeats of radical struggles, weakening of labor, and shifting patterns of capital investment have been key conditions for prison growth. The results—a vast and expensive prison system, a huge number of incarcerated young people of color, and the increase in punitive justice such as the "three strikes" law—pose profound and troubling questions for the future of California, the United States, and the world. Golden Gulag provides a rich context for this complex dilemma, and at the same time challenges many cherished assumptions about who benefits and who suffers from the state’s commitment to prison expansion.

Book Transboundary Freshwater Dispute Resolution

Download or read book Transboundary Freshwater Dispute Resolution written by Heather L. Beach and published by . This book was released on 2000 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive review of the relevant literature on managing conflicts stemming from the quantity and quality problems of water around the world. So far, few comprehensive and interdisciplinary analyses of such international surface water conflicts have been produced. The literature surveyed indicates that while in many areas there has been extensive research and analysis, there continues to be a need for more studies on the specific situations that lead to conflicts over water and other environment resources. Lateral learning, an attempt to understand the similarities between all conflicts over natural resources, will lend itself to future applications in predicting and preventing these conflicts. A survey of internati9nal watersheds provides some bibliographical and general data collected from over 200 transboundary watersheds. A subset of case studies of the exhaustive list of international watersheds is examined in greater detain. A related effort is a compilation and analysis of relevant water treaties, and the rationale for their implementations.

Book From the Mind to the Feet

Download or read book From the Mind to the Feet written by Lawrence A. Kuznar and published by . This book was released on 2011-02 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 12 essays in this volume examine the concept of intent in defense, security, and foreign-policy contexts. They provide operational and academic perspectives on measuring the intent of adversaries, including nation-states and nonstate actors, and understanding the relationship of intent to behavior. The essays apply the insights and methods of multiple disciplines-anthropology, psychology, political science, neuroscience, and others-to the study of intent, for which there is currently no coherent body of research. As Lt Gen Robert Elder, USAF, retired, notes, we are good at estimating an adversary's capabilities but not as good at estimating his intent. To influence an adversary's behavior, we must understand the perception-to-intent-to-action dynamic that underlies his behavior. This collection of essays, which emerged from a Department of Defense Strategic Multilayer Assessment, provides perspectives for doing so. The authors represent multiple agencies and fields of study; some are academics, and some are military subject-matter experts. Their expertise includes decision and behavioral analysis, social psychology, warfare and military strategy, political behavior, applications of neuroscience to behavioral studies, foreign policy, and antiterrorism.
