Mr. Westphal: Well, we are required to report thirty minutes before leaving time. The majority of the switch engine jobs start at 7 o'clock A. M., and a man has to be there thirty minutes before leaving time. He is supposed to see that all the necessary supplies are on the engine, take care of the fire, examine the water in the tank, fill his lights in the cab, and by the time he has performed that duty, why, it is almost ready to leave. He may draw a can of drinking water, fresh water to drink out of, and by that time the engineer has already oiled around and done his necessary work upon the engine, and it will be about time to leave. Mr. Phillips: Is this work necessary in the preparation of the engine for the day's service? About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Proceedings, Arbitration Between the Western Railroads and the Brotherhood of Locomotive Engineers and the Brotherhood of Locomotive Firemen and Enginemen, Vol. 5: Submitted to Arbitration, Under the Act of July 15, 1913, by Agreement Dated August 3, 1914; Testimony Nos. 37-45, Pages 3711-4666 Next, I think, Mr. Chairman and gentlemen of the Board, the railroads have injected something in these records that will long be regretted by them. They have raised the question of the right of these Brotherhoods to represent men in the employ ment of railroads who are not members of the Brotherhoods. The statement of counsel for the railroads which I have just read, shows that it is the attitude of the railroads and the Man agers' Committee, as expressed through counsel for the rail roads, that unless firemen or engineers are members of these organizations, are invited into our councils, they cannot be rep resented by'us in proceedings like this. If that is the issue now made by the railroads, then it will devolve upon these Railway Brotherhoods to demand a closed shop. The next great fight, perhaps, will be to carry out that which the railroads say must be'done. It will devolve upon the railroad corporations to reverse the policy of their entire history. 'and in order that it may not be said by the railroads that they cannot secure in creases of wages through arbitration under the Federal Law unless they are members of our organizations, they will have to be members.
