This report explores which workplace practices have the strongest links to innovative company behaviour, looking at innovation in the form of new or significantly changed products or processes, new or improved marketing methods, and organisational change. It also explores links between innovation and company performance and workplace well-being, and examines the role of social dialogue in enhancing performance, well-being and innovation. The use of monitoring instruments for internal quality and external developments turned out to be among the strongest determinants of overall innovation; the degree of workers' autonomy was another important factor. The probability of innovation is boosted when strong work organisation structures are combined with direct employee participation - for instance, involvement in solving problems or improving the quality of production.

Book excerpt: European companies have a key role to play in helping the EU reach the Europe 2020 targets of smart, inclusive and sustainable growth. How companies organise their work is important in facilitating innovation, improving performance and ensuring good job quality. Workplace innovation is increasingly recognised as a key source of growth, contributing as it does to developing human capital and boosting both creativity and productivity. The flagship initiative 'Innovation Union' - part of the Europe 2020 Strategy - sees workplace innovation as complementary to technological innovation and a prerequisite for achieving smart growth. Industrial relations systems are crucial in shaping how companies meet these challenges. Countries with well-established social dialogue and industrial relations institutions tend to have better economic and social situations, and to be more competitive.The third European Company Survey (ECS) maps practices in establishments with 10 or more employees across the EU28, and in the Former Yugoslav Republic of Macedonia, Iceland, Montenegro and Turkey. In all, over 30,000 establishments were surveyed by Gallup Europe, with a target sample size per country ranging from 300 to 1,650. Topics comprise work organisation, human resources (HR) practices, employee participation and social dialogue, and how these practices support 'smart growth'. Interviews were conducted in spring 2013 with HR managers, and with employee representatives (wherever possible). The third ECS provides new data on how organisations are organised - in particular, how employees and their representatives are involved in improving work organisation and work processes. In doing so, it aims to contribute to a better understanding of how to facilitate economic growth for Member States and better outcomes for employees. This résumé mainly describes the survey's first findings of practices in establishments dealing with market activities - mostly commercial, private-sector activities, excluding fisheries and agriculture. Practices in establishments managing specific public services (health, education and public administration) are described at the end of the résumé. Further analyses will examine whether and how specific bundles of establishment features combine and are associated with performance.

Book excerpt: This Selected Issues paper on Finland discusses that the country is struggling to recover from the Great Recession, indicating that deeper, structural issues may be holding back growth. Estimates of potential output for Finland are an important part of the toolkit for policymakers—but they come with a degree of uncertainty. As this paper illustrates, the use of different methodologies and assumptions can lead to different results. However, there are indications that Finnish potential output growth is low at this juncture. From 1997 to 2007, potential growth, independent of the choice of smoothing, averages 3.2 percent per year. In 2013, that average has dropped to 0.2 with several of the models producing negative growth. This result indicates that the lack of a recovery in Finland is largely structural in nature. Therefore, any indication that the output gap is closing is due to falling potential rather than a pickup in growth. This leads to the advantages of structural reforms aiming to enhance Finland’s long-term capacity. Total factor productivity enhancing measures could be crucial in helping the economy recover despite the time it takes to implement them.

It applies a new methodology proposed by Borio and others (2013) to estimate potential output by drawing on information about immigration and oil price movements. The paper also provides an overview of the recent trend in immigration in Norway and discusses various estimates of potential output using standard approaches. The results indicate that immigration plays a small but statistically significant role in the estimation of potential output for Norway. The data show that immigration inflows into Norway vary across source countries. The largest share of immigrants is from Poland, accounting for 15 percent of the total in 2012. Immigration patterns in Norway contain both cyclical and structural elements, but the latter seems dominant at least for now. Empirical results also suggest that immigration plays some role in determining potential output, however, its impact is quite small, consistent with the view that the recent immigration patterns are structural.
