Using the 1851 census alongside extensive charity and community records, Jews in Nineteenth-Century Britain tests the impact of migration, new types of working and changes in patterns of worship on the family and community life of seven of the fastest-growing industrial towns in Britain. Communal life for the Jews living there (over a third of whom had been born overseas) was a constantly shifting balance between the generation of wealth and respectability, and the risks of inundation by poor newcomers. It contains perhaps the single most influential portrait by a medical author of the horrors of the traditional madhouse system. Its powerful and ideologically resonant description of the contrasting virtues of the reformed asylum, a hive of therapeutic activity under the benevolent but autocratic guidance and control of its medical superintendent, provided within a brief compass a strikingly attractive alternative vision of an apparently attainable utopia. Browne’s book thus provided important impetus to the efforts then under way to make the provision of county asylums compulsory, and towards the institution of a national system of asylum inspection and supervision. This edition, originally published in 1991 as part of the Tavistock Classics in the History of Psychiatry series, contains a lengthy introductory essay by Andrew Scull. Scull discusses the social context within which What Asylums Were, Are, and Ought to Be came to be written, examines the impact of the book on the progress of lunacy reform, and places its author’s career in the larger framework of the development of Victorian psychiatry as an organised profession. Through an examination of Browne’s tenure as superintendent of the Crichton Royal Asylum in Dumfries, Scull compares the theory and practice of asylum care in the moral treatment era, revealing the remorseless processes through which such philanthropic foundations degenerated into more or less well-tended cemeteries for the still-breathing – institutions almost startlingly remote from Browne’s earlier visions of what they ought to be.

Book excerpt: This first full-length study of the cattle tick eradication program in the United States offers a new perspective on the fate of the yeomanry in the twentieth-century South during a period when state and federal governments were both increasing and centralizing their authority. As Claire Strom relates the power struggles that complicated efforts to wipe out the Boophilus tick, she explains the motivations and concerns of each group involved, including large- and small-scale cattle farmers, scientists, and officials at all levels of government. In the remote rural South--such as the piney woods of south Georgia and north Florida--resistance to mandatory treatment of cattle was unusually strong and sometimes violent. Cattle often ranged free, and their owners raised them mostly for local use rather than faraway markets. Cattle farmers in such areas, shows Strom, perceived a double threat in tick eradication mandates. In addition to their added costs, eradication schemes, with their top-down imposition of government expertise, were anathema to the yeomanry’s notions of liberty. Strom contextualizes her southern focus within the national scale of the cattle industry, discussing, for instance, the contentious place of cattle drives in American agricultural history. Because Mexico was the primary source of potential tick reinfestation, Strom examines the political and environmental history of the Rio Grande, giving the book a transnational perspective. Debates about the political and economic culture of small farmers have tended to focus on earlier periods in American history. Here Strom shows that pockets of yeoman culture survived into the twentieth century and that these communities had the power to block (if only temporarily) the expansion of the American state.
