Book excerpt: About the publication This Compendium of documents relating to regional and sub-regional peace and security in Africa is the second edition to the 2006 Compendium of key documents related to peace and security in Africa (edited by Dr Monica Juma). It is both an updated and expanded attempt at consolidating the vast legal instruments broadly relating to peace and security on the African continent. More specifically, the Compendium aims to consolidate, both on the regional and sub-regional level, treaties and decisions of regional organisations pertaining to conflict prevention, management and resolution in the African regional and sub-regional context. It ultimately aims to serve as a useful research guide to those involved with matters of peace and security in Africa. Documents and legal instruments included in this Compendium focus on the Organisation of African Unity, the African Union, and its eight Regional Economic Communities: the Arab Maghreb Union (AMU), the Common Market for Eastern and Southern Africa (COMESA), the Community of Sahel-Saharan States (CEN-SAD), the East African Community (EAC), the Economic Community of Central African States (ECCAS), the Economic Community of West African States (ECOWAS), the Intergovernmental Authority on Development (IGAD), and the Southern African Development Community (SADC). This edition also includes additional documents from sub-regional organisations, including documents from the Great Lakes Region and Horn of Africa Conference on the Proliferation of Small Arms and Light Weapons, the Gulf of Guinea Commission, the Central African Economic and Monetary Community, the Eastern Africa Standby Force, the G5 Sahel, the Indian Ocean Commission, and the Mano River Union. Additionally, each chapter outlines the organisation in question, its principal institutions relating to peace and security, relevant documents and legal instruments, and listed topical decisions, declarations and communiqués by that organisation and its institutions. It also briefly puts forward the details of any military interventions or peacekeeping missions undertaken by each organisation. Finally, the Compendium’s indexes include a list of peace and ceasefire agreements (listed by country), chart of ratifications, a list of useful websites and a selected bibliography.

Book excerpt: This book traces the development and impact of regional economic communities (RECs) in Africa and addresses a timely question: do REC members, and the REC itself, positively influence member states’ behaviors towards other members and more broadly, regionally and continentally due to REC membership? ‘Changing member states’ behaviors’ is measured across three ‘interconnected, fundamental dimensions of societal-systems’ proposed by Marshall and Elzinga Marshall in CSP’s Global Repot 2017. These are i) the persistence of conflict or its counterpoint, achieving peace, ii) fostering democratization and better governance, and iii) achieving socio-economic development and (as proposed by this research, a fourth dimension), iv) being active participants in multilateralism? Is membership in a REC ultimately beneficial to the member and other countries in the region? While there are no clear and obvious – at least, discernible traditional – benefits such as increase in trade (perhaps because Africa’s overall trade relative to the world is about 3 percent), there are other non trade benefits (e.g., decrease in conflict, coercion to take certain actions towards peace and refrain from others, coups and wars) presenting in REC member states. These in/actions, abilities, coercions, exclusions and cooperation instances are outlined and discussed in the book.

Book excerpt: Since the beginnings of independence, a number of African nations have been plagued by repeated coup d'états. Within the African Union (AU), there has been a concerted effort to break this cycle through the official adoption of an 'anti-coup norm', by which the AU is mandated to suspend a member state and restore constitutional order following a coup. Supporters of this stance see it as strengthening democracy in Africa, while critics argue that it has served to prop up existing regimes. But there has been little analysis of what the AU's attempts to 'restore constitutional order' have meant for individual African states. In this book, Antonia Witt looks at the legacy of the AU's intervention in Madagascar following the 2009 'Malagasy crisis', one of the increasingly relevant yet under-researched cases of non-Western intervention in Africa. The book looks at the ways in which international intervention reconfigured the political order in Madagascar, how it facilitated the power struggle within the Madagascan elite and prevented more profound political change. It also considers what the example set by the Madagascan intervention means for the wider international order in Africa and the powers attributed to African international actors such as the AU.
