Book excerpt: From the mid-1700s to the early 1900s, farming was the principal occupation in the area that would become Mt. Lebanon. When the federal government placed an excise tax on whiskey in 1794, area farmers protested in what became known as the Whiskey Rebellion. The 1901 arrival of the streetcar began transforming the area from a rural countryside to a modern suburban community. Within a few months of the streetcar's arrival, the first real estate subdivision, the Mt. Lebanon Plan, was laid out, and by 1905, no less than 11 subdivisions had been approved. When the Liberty Tunnels opened in 1924, Mt. Lebanon's population exploded, and the community became a premier example of the modern automobile suburb.

Her name was Jane Street, and this compelling biography is the first to chronicle her defiant efforts—and devastating misfortunes—as a leader of the so-called housemaid rebellion. A native of Indiana, Jane Street (1887–1966) began her activist endeavors as an organizer for the Industrial Workers of the World (IWW). In riveting detail, author Jane Little Botkin recounts Street’s attempts to orchestrate a domestic mutiny against Denver’s elitist Capitol Hill women, including wives of the state’s national guard officers and Colorado Fuel and Iron operators. It did not take long for the housemaid rebellion to make local and national news. Despite the IWW’s initial support of the housemaids’ fight for fairness and better pay, Street soon found herself engaged in a gender war, the target of sexism within the very organization she worked so hard to support. The abuses she suffered ranged from sabotage and betrayal to arrests and abandonment. After the United States entered World War I and the first Red Scare arose, Street’s battle to balance motherhood and labor organizing began to take its toll. Legal troubles, broken relationships, and poverty threatened her very existence. In previous western labor and women’s studies accounts, Jane Street has figured only marginally, credited in passing as the founder of a housemaids’ union. To unearth the rich detail of her story, Botkin has combed through case histories, family archives, and—perhaps most significant—Street’s own writings, which express her greatest joys, her deepest sorrows, and her unfortunate dealings with systematic injustice. Rensink presents an innovative comparison of indigenous peoples who traversed North American borders in the nineteenth and twentieth centuries, examining Crees and Chippewas, who crossed the border from Canada into Montana, and Yaquis from Mexico who migrated into Arizona. The resulting history questions how opposing national borders affect and react differently to Native identity and offers new insights into what it has meant to be “indigenous” or an “immigrant.” Rensink’s findings counter a prevailing theme in histories of the American West—namely, that the East was the center that dictated policy to the western periphery. On the contrary, Rensink employs experiences of the Yaquis, Crees, and Chippewas to depict Arizona and Montana as an active and mercurial blend of local political, economic, and social interests pushing back against and even reshaping broader federal policy. Rensink argues that as immediate forces in the borderlands molded the formation of federal policy, these Native groups moved from being categorized as political refugees to being cast as illegal immigrants, subject to deportation or segregation; in both cases, this legal transition was turbulent. Despite continued staunch opposition, Crees, Chippewas, and Yaquis gained legal and permanent settlements in the United States and successfully broke free of imposed transnational identities. Accompanying the thought-provoking text, a vast guide to archival sources across states, provinces, and countries is included to aid future scholarship. Native but Foreign is an essential work for scholars of immigration, indigenous peoples, and borderlands studies.
