Book excerpt: The Annual Management and Performance Report for the EU Budget - Financial year 2019 is the Commission's main contribution to the annual discharge procedure by which the European Parliament and the Council scrutinise the implementation of the EU budget. The report covers both the performance of the programmes financed by the EU budget and the Commission's management of the EU budget in the reporting year. This report is part of the broader integrated financial and accountability reporting package, which also includes the annual accounts, a long-term forecast of future inflows and outflows covering the next 5 years, the report on internal audits and the report on the follow-up to the discharge. Section 1 provides a high-level overview of the performance of the EU budget in 2019, focusing on the key programmes. This section presents the latest information, from a variety of sources including programme monitoring, evaluations and audits, on the results achieved with the EU budget up until the end of 2019. This section is structured according to the headings of the current multiannual financial framework. This reporting is supplemented by more detailed programme-by-programme performance information in the 'Programme performance overview' (Annex 1). The overview summarises the key performance messages from the programme statements accompanying the 2021 draft budget proposal. Section 2, on internal control and financial management, reports on the steps the Commission took in 2019 to ensure the sound financial management of the EU budget. Based on the control results reported by the Commission departments accountable for managing the budget, it confirms that the EU budget is well protected. Through this report the Commission takes overall political responsibility for the management of the EU budget.

It summarises the main economic indicators in the Union and euro area, and their two-year trends. The figures show that growth was moderate in 2018, at 2.1 %, although this is expected to deteriorate slightly in the coming months, given the poorer global outlook than a year ago. That said, unemployment is at a post-crisis low, and is expected to improve further, given positive labour market conditions. The study explains the annual EU budget, providing an overview of its headings for 2019, with the total amounting to €165.8 billion (or around 1 % of EU gross national income). The budget focuses on priorities that include stimulating investment, growth and research, the creation of new jobs – especially for young people – and addressing migration and security challenges. The wider budgetary framework – the multiannual financial framework (MFF) – is also analysed in the study, with key decisions on spending for the 2021-2027 period due to be taken during 2019. In this year's edition, the special 'economic focus' offers a bird's eye view of SMEs and SME policy in Europe, and of various recent EU-level initiatives in this field. The EU budget devotes particular attention to SMEs, given their central role in the European economy and in job creation. The EU needs to continue devoting efforts to improving European SMEs' access to finance, since despite recent improvements, they are still too heavily reliant on debt financing which puts them at risk in a downturn.

This was followed by an intensive period of technical work in both the European Parliament and the Council. The European Council in December 2018 called on the incoming Romanian Presidency of the Council to 'develop an orientation for the next stage of negotiations, with a view to achieving an agreement in the European Council in autumn 2019'. Since then the work led by the Romanian Presidency has helped to pinpoint the key issues that will need to be decided by Leaders by the autumn. An agreement is within reach - but there remains much work to do. An ambitious and balanced agreement on the future framework will only be possible with strong political leadership from the European Council. The European Council on 20-21 June can be a crucial milestone in this process. It should launch a new phase of political negotiations with an increasing focus on financial and other strategic issues.

An early agreement is not only politically desirable. It is also a practical imperative.
