Book excerpt: This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Transformative changes are needed in developing countries with international cooperation to achieve better outcomes. Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Social protection programs—public or private initiatives that aid the poor and protect the vulnerable against livelihood risks—can effectively be used to assist those trapped, or at the risk of being trapped, in chronic poverty. These programs aim to address chronic poverty through redistribution and protect vulnerable households from falling below the poverty line. Although investments in social protection programs are often motivated by equity concerns, they can also contribute to economic growth by, for example, encouraging savings, creating community assets, and addressing market imperfections. Despite their potential and proliferation, not enough is known about social protection programs in Africa. The 2017–2018 Annual Trends and Outlook Report (ATOR) reduces this knowledge gap by focusing on the potential of such programs on the continent and the corresponding opportunities and challenges. The chapters of the Report highlight the benefits of these programs, not only to their direct recipients but also others in the community through spillover effects. They also underscore the importance of appropriate design and sustainability to fully realize the potential of social protection programs.

We are now only eight years away from 2030, but the distance to reach many of the SDG 2 targets is growing wider each year. There are indeed efforts to make progress towards SDG 2, yet they are proving insufficient in the face of a more challenging and uncertain context. The intensification of the major drivers behind recent food insecurity and malnutrition trends (i.e. conflict, climate extremes and economic shocks) combined with the high cost of nutritious foods and growing inequalities will continue to challenge food security and nutrition. This will be the case until agrifood systems are transformed, become more resilient and are delivering lower cost nutritious foods and affordable healthy diets for all, sustainably and inclusively.

It then identifies adaptation and mitigation interventions for each step of the food value chain to move toward a more climate-smart, nutrition-sensitive food system. The study focuses on poor rural farmers, a population especially vulnerable to the adverse effects of climate change on nutrition, although we recognize that there are other vulnerable populations, including urban poor and rural populations working outside of agriculture. Although this report does not explicitly exclude overweight and obesity, it focuses primarily on undernutrition because this nutritional status is currently more prevalent than overnutrition among our target population.

The review addresses seven questions: 1. Who uses the outputs of PIM5, including general publications, journal articles, briefs, and other products? 2. Who uses the tools and games created and disseminated by the Flagship researchers? 3. Who attends the outreach events and capacity-building workshops organized by researchers involved in the Flagship? 4. How are the research outputs being used? What policies, programs, and strategies have been informed, and how? 5. For selected cases, what is the research-to-uptake process and how we can learn from it? 6. What are the key cases and impact pathways identified, and what can we learn from them? What are the promising pathways that we should explore further in the final 18 months of the program? 7. What are the gaps and missed opportunities for impact that we should explore in the final months of the program, or that should be considered in the One CGIAR? To address these questions, the review relied on bibliographic references; document download data; personal interviews; focus group discussions; and three different online surveys targeting researchers and their partners, as well as different types of end users. We used both quantitative and qualitative techniques to analyze these data. In this summary, we selectively discuss the review’s most important findings and recommendations.
