Book excerpt: The report of the Commonwealth Observer Group for Malawi tripartite elections held on 20 May 2014. The mission was chaired by Lt Gen Mompati Sebogodi Merafhe, former Vice-President of Botswana and was comprised of 11 members in total. These were the first tripartite elections in Malawi’s history, simultaneously providing elections at the presidential, parliamentary and local government levels, and marked an important step in Malawi’s journey to further consolidate democracy. The group found that the elections were conducted in a credible and transparent manner and offered a number of recommendations to further improve the electoral process.

The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

The economy saw expansion of 7.1% in 2013, while inflation reached 14.5% in March 2014. Although inflation and balance of payments remain the country’s biggest economic challenges, measures have been taken to strengthen the cedi and curb inflation.

By contrast, poor or inadequate training hampers service delivery and increases the risk of errors that negatively impact the reputation of the EMB or the election outcome itself. This Policy Paper addresses two different but interlinked issues: how to build and strengthen the capacities of EMB staff and workforce (both technical and lifelong learning); and how to build institutional capacities for delivering both types effectively. The paper is supplemented with findings from: a survey conducted in 2021; a 2021 case study series on the institutionalization of electoral training and education; and a 2020 workshop. This paper provides recommendations for practitioners seeking to strengthen their training and professional development programmes, as well as highlighting recommendations for the electoral assistance community.

It draws from domestic experiences as well as from case studies on the rest of the African continent and generic instances further afield. Coalitions in various iterations have been a part of the South African polity since the attainment of democracy in 1994. This started, nationally, with a 'grand coalition' in the form of a Government of National Unity as mandated in the interim constitution. Coalitions have also found expression in some of the country's provinces. After the transition, multiparty governments were sustained at national and provincial levels either as a matter of necessity due to election outcomes or for other political considerations. At local government level, coalitions have been relatively commonplace in South Africa from the onset of democratically elected municipalities in 2000, with many situations where no single party attained an absolute majority. This gained prominence from 2016 when many metropolitan governments and some large towns became sites of coalition politics.
