Though the economy increasingly needs their labor, many remain unauthorized. In Parents Without Papers, immigration scholars Frank D. Bean, Susan K. Brown, and James D. Bachmeier document the extent to which the outsider status of these newcomers inflicts multiple hardships on their children and grandchildren. Parents Without Papers provides both a general conceptualization of immigrant integration and an in-depth examination of the Mexican American case. The authors draw upon unique retrospective data to shed light on three generations of integration. They show in particular that the “membership exclusion” experienced by unauthorized Mexican immigrants—that is, their fear of deportation, lack of civil rights, and poor access to good jobs—hinders the education of their children, even those who are U.S.-born. Moreover, they find that children are hampered not by the unauthorized entry of parents itself but rather by the long-term inability of parents, especially mothers, to acquire green cards. When unauthorized parents attain legal status, the disadvantages of the second generation begin to disappear. These second-generation men and women achieve schooling on par with those whose parents come legally. By the third generation, socioeconomic levels for women equal or surpass those of native white women. But men reach parity only through greater labor-force participation and longer working hours, results consistent with the idea that their integration is delayed by working-class imperatives to support their families rather than attend college. An innovative analysis of the transmission of advantage and disadvantage among Mexican Americans, Parents Without Papers presents a powerful case for immigration policy reforms that provide not only realistic levels of legal less-skilled migration but also attainable pathways to legalization. Such measures, combined with affordable access to college, are more important than ever for the integration of vulnerable Mexican immigrants and their descendants.

It reviews Cuba’s rankings with respect to Gross Domestic Product (GDP) per capita in the 1950s and examines the strength of pre-Castro Cuba’s foreign reserves and the health of its monetary system. It also presents pre-Castro Cuba’s investments in health care and education and documents the island’s development potential in the 1950s. The last few chapters describe the precipitous decline in all of these areas of Cuba’s economy under Castro. Despite the socioeconomic catastrophe of the Castro years, the authors envision a post-Castro Cuba, where this book can provide a benchmark to measure the developmental success that the Cuban work-ethic and entrepreneurial spirit can generate in a free-market system.

In naturalization ceremonies large and small these new Americans pledged an oath of allegiance to the United States, gaining the right to vote, serve on juries, and hold political office; access to certain jobs; and the legal rights of full citizens. In The Road to Citizenship, Sofya Aptekar analyzes what the process of becoming a citizen means for these newly minted Americans and what it means for the United States as a whole. Examining the evolution of the discursive role of immigrants in American society from potential traitors to morally superior “supercitizens,” Aptekar’s in-depth research uncovers considerable contradictions with the way naturalization works today. Census data reveal that citizenship is distributed in ways that increasingly exacerbate existing class and racial inequalities, at the same time that immigrants’ own understandings of naturalization defy accepted stories we tell about assimilation, citizenship, and becoming American. Aptekar contends that debates about immigration must be broadened beyond the current focus on borders and documentation to include larger questions about the definition of citizenship. Aptekar’s work brings into sharp relief key questions about the overall system: does the current naturalization process accurately reflect our priorities as a nation and reflect the values we wish to instill in new residents and citizens? Should barriers to full membership in the American polity be lowered? What are the implications of keeping the process the same or changing it? Using archival research, interviews, analysis of census and survey data, and participant observation of citizenship ceremonies, The Road to Citizenship demonstrates the ways in which naturalization itself reflects the larger operations of social cohesion and democracy in America.

The rise of Donald Trump reflects an ongoing regime change in the U.S., in which multiculturalism and nationalism have emerged as central aspects of the major parties’ ideological and coalitional bases. This phenomenon of a multiculturalist Democratic Party and a nationalist Republican Party, the authors suggest, is a dramatic departure from the first American political regime. That older regime was grounded in the Founding generation’s commitment to the principle of natural rights and the shaping of a national culture to support that principle. Partisan debates over immigration set into relief the tensions inherent in that commitment. The authors present the permutations of that first regime amidst the territorial expansion of the country and the tragic conflicts over slavery and segregation. With industrialization, the great immigrant wave at the turn of the 20th century, and the rise of the progressive administrative state, the parties began their century-long transformation into the plebiscitary institutions they are today. This new political reality, it is argued, brought with it a situation in which the debate over immigration not only illuminates party differences, but has begun to define them.
