Book excerpt: The global financial crisis triggered a broad reassessment of economic integration policies in developed and developing countries worldwide. The crisis-induced collapse in trade was the sharpest ever since World War II, affecting all countries and all product categories. A huge shock to the trading system, combined with severe macroeconomic instability, makes it natural for policymakers to call into question the basic underlying assumptions of trade liberalization and openness. In particular, outward-oriented or export-led growth strategies are being reassessed as openness is increasingly associated with greater volatility. However, it is crucial not to lose sight of the dynamic benefits that openness can offer. Examples include technology transfer, increased competitive pressure that reduces markups and improves efficiency, and economies of scale. The real question is how to manage outward-oriented strategies so as to maximize the benefits of openness while minimizing risks. This book aims to contribute to this important and ongoing policy debate, bringing together recent empirical work on the trade collapse, its causes and consequences, and the broader trade policy agenda in the post-crisis environment. It addresses critical policy issues revolving around the topic of outward-oriented growth strategy, including policy instruments that help manage risks associated with outward-orientation, lessons learned from the crisis for particular countries and regions, and how emerging trade policy issues such as climate change, commodities, global production networking, and migration affect the prospects for recovery and outward-oriented growth.

Friedman offers a fresh explanation for why Americans are often frustrated by the cost and scope of US foreign policy—and how we can fix that for the future. Americans frequently criticize US foreign policy for being overly costly and excessively militaristic. With its rising defense budgets and open-ended "forever wars," US foreign policy often appears disconnected from public opinion, reflecting the views of elites and special interests rather than the attitudes of ordinary citizens. The Commander-in-Chief Test argues that this conventional wisdom underestimates the role public opinion plays in shaping foreign policy. Voters may prefer to elect leaders who share their policy views, but they prioritize selecting presidents who seem to have the right personal attributes to be an effective commander in chief. Leaders then use hawkish foreign policies as tools for showing that they are tough enough to defend America's interests on the international stage. This link between leaders' policy positions and their personal images steers US foreign policy in directions that are more hawkish than what voters actually want. Combining polling data with survey experiments and original archival research on cases from the Vietnam War through the occupations of Iraq and Afghanistan, Friedman demonstrates that public opinion plays a surprisingly extensive—and often problematic—role in shaping US international behavior. With the commander-in-chief test, a perennial point of debate in national elections, Friedman's insights offer important lessons on how the politics of image-making impacts foreign policy and how the public should choose its president.

Book excerpt: Teen films of the 1980s were notorious for treating consent as irrelevant, with scenes of boys spying in girls' locker rooms and tricking girls into sex. While contemporary movies now routinely prioritize consent, ensure date rape is no longer a joke, and celebrate girls' desires, sexual consent remains a problematic and often elusive ideal in teen films. In Consent Culture and Teen Films, Michele Meek traces the history of adolescent sexuality in US cinema and examines how several films from the 2000s, including Blockers, To All the Boys I've Loved Before, The Kissing Booth, and Alex Strangelove, take consent into account. Yet, at the same time, Meek reveals that teen films expose how affirmative consent ("yes means yes") fails to protect youth from unwanted and unpleasant sexual encounters. By highlighting ambiguous sexual interactions in teen films--such as girls' failure to obtain consent from boys, queer teens subjected to conversion therapy camps, and youth manipulated into sexual relationships with adults--Meek unravels some of consent's intricacies rather than relying on oversimplification. By exposing affirmative consent in teen films as gendered, heteronormative, and cis-centered, Consent Culture and Teen Films suggests we must continue building a more inclusive consent framework that normalizes youth sexual desire and agency with all its complexities and ambivalences.

Book excerpt: Welfare states are the product of economic, political and social interactions, and undergo changes as these interactions transform. Existing welfare state theories mainly tend to explain the emergence and development of the welfare state in the western, industrialized and capitalist world. While the states of Central and Eastern Europe have recently been integrated in the academic discourse, the countries of the former Yugoslavia have been predominantly excluded from comparative analysis. Issues of nationalism and ethnic polarization have been prevalent there while socio-economic issues have been put on the back burner. This book explores what happened to the strong social states and relatively equal societies which existed in Slovenia, Croatia, Serbia and Macedonia, and looks into what accounts for these diverse outcomes. By investigating the applicability of the theories on welfare state development and typologization, it fills in the gap in the welfare state literature. It offers an original typology of social citizenship that takes into account the diversity of welfare policy formations across the region. The aim of this typology is not to compete with existing ones, but rather to offer a framework for better understanding of states that do not necessarily fit into known explanatory categories. In a global context of changing economic circumstances and contending political responses, macroeconomic policy and welfare state reform become order of the day. By featuring the ways that states adjust to new pressures, this book’s arguments may come in handy to those trying to make sense of the crisis and the powers that drive the policy solutions.

Although recent takeoffs have lasted longer than takeoffs before the 1990s, a key question is whether they could unravel like some did in the past. This paper finds that recent takeoffs are associated with stronger economic conditions, such as lower post-takeoff debt and inflation levels; more competitive real exchange rates; and better structural reforms and institutions. The chances of starting a takeoff in the 2000s was triple that before the 1990s, with domestic conditions accounting for most of the increase. The findings suggest that if today’s dynamic developing economies sustain their improved policies; they are more likely to stay on course compared to many of their predecessors.
