In doing so, it looks at the process of reform across industries, and across the state and federal jurisdictions, to identify what motivations the various governments had for pursing reform, how change varied across jurisdictions, and what issues arose in the process. Although by the mid-1990s all states and territories and the Australian Government were committed to reforming utilities as part of the National Competition Policy, not all pursued this reform with the same degree of speed and breadth of action. The broad trends of economic reform in Australia, and abroad, are also touched upon, to provide an outline of the wider context in which the reform of the utilities occurred. This book, therefore, explores the relationship between politics and society on the one hand and economic reform on the other; as well on as the efforts of governments in Australia to promote economic growth and the wealth of Australians in an increasingly complex and challenging global economic climate.

However, scarcity of water currently faced in many regions of the world is caused by two reasons. First, its availability in time and space is not equally distributed. Thus there is problem of water in the wrong place, or at the wrong time and in wrong quantities. Second, while the population growth and expanded industrial activities are increasing demands on available water resources, they also jeopardize the availability of freshwater in adequate quantities by discharge of pollutants into freshwater sources. It is at times like these, when the rising curve of water demand intersects the fluctuating curve of water availability, recycle and reuse of wastewater is seriously considered. Wastewater recycling, reuse and reclamation have been, now, accepted as appropriate ways to conserve water resources as well as to contain polluted waters from contaminating other available clean water sources. This book gives a comprehensive review on water quantity and quality, simple water supply and sanitation systems, and leads to domestic, agricultural and industrial water reuse. Thus, it will provide useful information not only to technologists but also for planners, managers, and NGOs involved in the water sector. The contribution to the book comes from a broad pool of experts, working on technology, policy, health, and economy aspects of water management. Book excerpt: Recent changes in the New South Wales water utilities show a trend towards usage-related pricing, with the aim of providing efficient signals for consumption. This thesis evaluates alternative pricing strategies for water against the criteria of efficiency and equity while maintaining the financial viability of the public utility. First, the water utility cost structure is examined by developing cost functions to estimate short and long-run marginal costs, using a quarterly time-series data from 1970/71 to 1995/96. Second, a residential water demand model is developed using a panel data set (constructed for the analysis), comprising 822 cross-sectional units and 23 quarterly time periods from 1990/91 to 1995/96. The purposes of developing the demand model are to test the sensitivity of water demand to changes in the tariff structure and to use it to simulate the impact of alternative pricing strategies. Third, the simulation model is developed to analyse various pricing reforms using both the cost and demand model results, where the individual welfare and aggregate efficiency gains are determined under each pricing policy. In addition to this, the distributional effects of various tariff structures are examined. The empirical results of the cost structure estimates are comparable with previous studies. The demand estimation indicates that consumers respond to price, therefore price can be considered as a tool in the implementation of demand management strategies. However, the magnitude of the price elasticity suggests that substantial increases in price would be required to influence demand. Finally, the simulation results show that in the case of movement from the actual tariff structure to a two-part tariff policy (where the usage charge is equal to the short-run marginal cost), leads to highest efficiency gains.
