Book excerpt: The United States and the Soviet Union have been negotiating nuclear arms control agreements for over twenty years, yet radical differences remain in the two sides' concept of, and approaches to, strategic stability and arms control. This book compares and contrasts those approaches, using START (Strategic Arms Reduction Treaty) as a case study. Throughout two decades of negotiation, U.S. policy has been directed toward dialogue that would encourage convergence of American and Soviet thought on nuclear deterrence. In Kartchner's view, that hope is belied not only by continuing asymmetries in the development and deployment of their strategic nuclear arsenals, but by differing U.S. and Soviet negotiating positions. The Reagan administration viewed START as a means of repudiating SALT II, restoring a measure of balance in the U.S.-Soviet strategic competition, and as a way of closing the so-called window of vulnerability. In contrast, Kartchner analyzes the Soviets' differing views of nuclear balance, emphasizing their satisfaction with SALT II and a strategic equilibrium shaped by a decade of bilateral arms control. Kartchner offers a detailed exposition of the major negotiating issues in START, contrasting concerns of U.S. and Soviet negotiators. Not surprisingly, each side's agenda was dominated by weapon systems that figure prominently in the other's development program. The author concludes by summarizing and comparing American and Soviet quests for stability and drawing up an assessment of U.S. efforts in both SALT and START to use arms control negotiations as a kind of classroom for instructing Soviet officials in American notions of "stabilizing" versus "destabilizing" weapon technology and America's own ethnocentric view of stability. START will profoundly affect the acquisition, operation, maintenance, and cost of U.S. strategic nuclear forces well into the next century. The history and analysis presented here will provide an essential source to policymakers and students of military-political relations for much-needed further study of this treaty's implications.

The Chequered Past is the story of the struggle over power and purpose within the Canadian auto sport that led to this transformation. The first comprehensive history of sports car racing and rallying in Canada, The Chequered Past traces the efforts of the national governing body - the Canadian Auto Sport Clubs (CASC) - to bring its sports car competition up to a 'world class' level, and to manage the consequences of those efforts in the second half of the twentieth century. David Charters traces the social origins of the sport and the major trends that shaped it: professionalism, technological change, rising costs, and the influence of commercial sponsors. Charters argues that while early enthusiasts set the sport on a course toward professionalism that would eventually produce world-class Canadian events and racers, that course would also ultimately change the purpose of the sport: from personal recreation to mass entertainment. As technological innovations drove up the costs of competing at the top ranks, racers were forced to rely on sponsors, who commercialized and ultimately gained control of the sport. The end result, Charters argues, was the marginalization of the amateur competitor and of the CASC itself. Based on extensive research into the CASC's records and dozens of interviews with former competitors and officials, The Chequered Past opens a window into the rich but virtually unknown history of the auto sport, and claims for it a place in Canadian sports history.

Strategic and international studies were in cluded within this domain with the express purpose of facilitating communication among experts and research centers in member coun tries as well as in the Organization itself on these important topics. This study is the result of the first Advanced Research Workshop on a subject of international relations. It focuses on the historical and theoretical aspects of geopolitics because they must necessarily precede studies of policy application. This was the intent of the organizers of the Workshop as well as of the sponsoring institution. The choice of the topic was ours. Conclusions were drawn according to our own judgments--being totally unfettered by any guidance from NATO officials. Book excerpt: In 1902 The Gramophone Company in London sent out recording experts on "expeditions" across the world to record voices from different cultures and backgrounds. All over India, it was women who embraced the challenge of overcoming numerous social taboos and aesthetic handicaps that came along with this nascent technology. Women who took the plunge and recorded largely belonged to the courtesan community, called tawaifs and devadasis, in North and South India, respectively. Recording brought with it great fame, brand recognition, freedom from exploitative patrons, and monetary benefits to the women singers. They were to become pioneers of the music industry in the Indian sub-continent. However, despite the pioneering role played by these women, their stories have largely been forgotten. Contemporaneous with the courtesan women adapting to recording technology was the anti-nautch campaign that sought to abolish these women from the performing space and brand them as common prostitutes. A vigorous renaissance and arts revival movement followed, leading to the creation of a new classical paradigm in both North Indian (Hindustani) and South Indian (Carnatic) classical music. This resulted in the standardization, universalization, and institutionalization of Indian classical music. This newly created classical paradigm impacted future recordings of The Gramophone Company in terms of a shift in genres and styles. Vikram Sampath sheds light on the role and impact of The Gramophone Company’s early recording expeditions on Indian classical music by examining the phenomenon through a sociocultural, historical and musical lens. The book features the indefatigable stories of the women and their experiences in adapting to recording technology. The artists from across India featured are: Gauhar Jaan of Calcutta, Janki Bai of Allahabad, Zohra Bai of Agra, Malka Jaan of Agra, Salem Godavari, Bangalore Nagarathnamma, Coimbatore Thayi, Dhanakoti of Kanchipuram, Bai Sundarabai of Pune, and Husna Jaan of Banaras.
