Book excerpt: From its beginnings in 1907 as the Aeronautical Division of U.S. Armys Signal Corps, which consisted of one officer and two enlisted men, the United States Air Force has grown to become the foremost aerial armed force in the world. Although they had to fly French and British planes as the fledgling army aeronautical bureaucracy failed to procure any combat-worthy American aircraft, which arguably did not exist, American aviators performed valiantly in World War I with intrepid pilots of the such as Eddie Rickenbacker and Frank Luke leading the way. Between the wars, all of aviation, commercial and military around the world grew by leaps and bounds as the numbers of aircraft in service and their capabilities tremendously increased. Although the Army Air Corps, as it was known at the time, was no better prepared for World War II than the rest of the army, it had developed a highly professional corps of experienced officers who would be able to take advantage of the latest American aircraft technology such as the B-17 Flying Fortress and the P-51 Mustang. With the end of the war and the creation of an independent armed force in 1947, the United States Air Force leapt into the jet age with such icons as the F-86 Sabre and the remarkable B-52 Stratofortress, which "soldiers" on today more than fifty years after going into service in 1955 and with the youngest of the 744 plane production run being forty years old, having been built in 1962.Air Force covers the entire history of the U.S. Air Force and its development from its beginnings early in the last century to becoming the worlds largest, most powerful, and most versatile air-combat force. It contains one state assumed to possess nuclear weapons, several states that tried and failed to develop a military nuclear capability, one state under suspicion of trying to do so, and it is the world region that witnessed the most frequent and severe employment of chemical weapons since the end of World War I. Notwithstanding, not a single arms control regime concerning weapons of mass destruction (WMD) covers the region as a whole. Instead we have seen several proliferation-related military operations which have rather contributed to destabilization than served non-proliferation. This volume, written under the auspices of the EU Consortium for Non-Proliferation and Disarmament determines the current state of diplomatic efforts to establish a WMD free zone in the Middle East. In doing so, it provides insights into central actors’ conflicting political positions, thereby explaining the stalemate of efforts to negotiate a WMD-free zone. Chapters written by renowned experts from academia and policy-oriented think tanks, as well as by next-generation Middle East and arms control experts, introduce the subject to the reader, give background information about arms control initiatives, provide technical expertise, and endeavour to make proposals for arms control measures in support of the creation of a Middle East WMD-free zone.

It is a marriage of militarism and utopian ideology, of unprecedented military might wed to a blind faith in the universality of American values. This mindset, Bacevich warns, invites endless war and the ever-deepening militarization of U.S. policy. It promises not to perfect but to pervert American ideals and to accelerate the hollowing out of American democracy. In The New American Militarism, Bacevich examines the origins and implications of this misguided enterprise. He shows how American militarism emerged as a reaction to the Vietnam War, when various groups in American society -soldiers, politicians on the make, intellectuals, strategists, Christian evangelicals, even purveyors of pop culture-came to see the revival of military power and the celebration of military values as the antidote to all the ills besetting the country as a consequence of Vietnam and the 1960s. The upshot, acutely evident in the aftermath of 9/11, has been a revival of vast ambitions, this time coupled with a pronounced affinity for the sword. Bacevich urges Americans to restore a sense of realism and a sense of proportion to U.S. policy. He proposes, in short, to bring American purposes and American methods-especially with regard to the role of the military-back into harmony with the nation's founding ideals. For this edition, Bacevich has written a new Afterword in which he considers how American militarism has changed in the past five years. He explores in particular how this ideology has functioned under Barack Obama, who ran for president on a campaign based on hope for change and for a new beginning. Despite such rhetoric, Bacevich powerfully suggests, the attitudes and arrangements giving rise to the new American militarism remain intact and inviolable as ever.
