Book excerpt: Like the first volume, The Handbook of Language and Ethnic Identity, Volume 2 is a reference work on the interconnection between language and ethnic identity. In this volume, 37 new essays provide a systematic look at different language and ethnic identity efforts, assess their relative successes and failures, and place the cases on a success-failure continuum. The reasons for these failures and successes and the linguistic, social, and political contexts involved are subtle and highly complex. Some of these factors have to do with whether the language is considered a dialect, as in the cases of Bavarian, Ebonics, and Scots (considered to be dialects of German, American English, and British English, respectively). Other factors have to do with government policy, as in the cases of Basque and Navajo. Still other factors are historical, such as the way Canaanite was supplanted in present-day Israel by another classical language-Hebrew. Although the volume offers considerable sophistication in the treatment of language, ethnicity and identity, it has been written for the non-specialized reader, whether student or layperson. The contributors are an international group of well-known scholars in a range of fields. Fishman and García provide a detailed introduction that addresses the difficulty of assessing the success or failure of a language. They also present a conclusion that integrates the data presented in the volume.

From its heyday as a nexus of trade during the imperial era to the modern city state that boasts high living standards for most of its citizens, the history of Singapore is commonly viewed through the lens of the ruling elite. Published in two volumes in 1998 and 2000, Lee Kuan Yew's memoirs The Singapore Story epitomizes this top-down definitive narrative of the nation's past. The history of post-war Singapore has largely been reduced to a series of decisions made by the nation's leaders. Few existing studies explore the role and experiences of the ordinary person in Singapore's post-war history. There are none that do this through ethnography, oral history, and collective biography. In a critical study that has no parallel among existing works on Singapore history, this book dispenses with the homogenous historical experience that is commonly presumed in the writing of Singapore's national past after 1945 and explores how the enforcement of a uniform language policy by the Singapore government for cultural and economic purposes has created underappreciated social and economic divides among the Chinese of Singapore both between and within families. It also demonstrates how mapping distinct economic, linguistic, and cultural cleavages within Singaporean Chinese society can add new and critical dimensions to understanding the nation's past and present. Chief among these, the author argues, are the processes behind the creation and entrenchment of class structures in the city state, such as the increasing value of English as a form of opportunity-generating capital.

Instead, it is a critical study aimed at both general readers and readers with more specific interests, and should enrich their understanding of the histories of Scouting, youth, citizenship education, the colonies, the British Empire, and decolonization, China and Hong Kong.
