The Irish General first recalls Meagher's life from his boyhood and leadership of Young Ireland in the revolution of 1848, to his exile in Tasmania and escape to New York, where he found fame as an orator and as editor of the Irish News. He served in the Civil War - viewing the Union Army as training for a future Irish revolutionary force - and rose to the rank of brigadier general leading the famous Irish Brigade. Wylie traces Meagher's military career in detail through the Seven Days Battles, Antietam, Fredericksburg, and Chancellorsville. Wylie then recounts Meagher's final years, as acting governor of Montana Territory, sorting historical truth from false claims made against him regarding the militia he formed to combat attacking American Indians, and plumbing the mystery surrounding his death. The story Wylie tells is one of contradictions: of a gifted, ambitious man, of a life marred by personal tragedy and drinking, of commitment to comrades who resented his fame. While acknowledging the difficulty in reconciling today's polarized views of Meagher, Wylie has undertaken extraordinary research to realize more fully the complexities of his life and personality. The narrative is amplified by more than forty illustrations, including rare maps and images depicting Meagher's Irish compatriots, the Irish Brigade, and early Montana.

The United States District Court for the Eastern District of Michigan, the federal trial court based in Detroit with jurisdiction over the eastern half of Michigan, was created in 1837 and operated as recently as 1923 with a single trial judge. Book excerpt: In the mid-Victorian period, when British international influence and power were at their height, concerns about local economic and social conditions were only slowly coming to be recognised as part of the obligations and expectations of central government. Adopting a legal history perspective, this study reveals how municipal authorities of this period had few public law powers to regulate local conditions, or to provide services, and thus the more enterprising went direct to Parliament to obtain – at a price – the passing specific local Bills to address their needs. Identifying and analysing for the first time the 335 local Parliamentary Bills promoted by local authorities in the period from the passing of the Local Government Act 1858 to the first annual report of the Local Government Board in 1872, the book draws three main conclusions from this huge mass of local statute book material. The first is that, far from being an uncoordinated mass of inconsistent, quixotic provisions, these Acts have a substantial degree of cohesion as a body of material. Second, the towns and cities of northern England secured more than half of them. Thirdly, the costs of promotions (and the vested interests involved in them) represented a huge and often wasteful outlay that a more pragmatic and forward-looking Parliamentary attitude could have greatly reduced.
