It has been supported by those wanting closer political, economic and cultural links with Europe but opposed by believers in Britain's island identity and overseas empire. In contrast, the French have been almost unanimously in favour. Channel Tunnel Vision 1850-1950 is an account of attempts over a century to build a link with France. Early schemes, some owing more to Heath-Robinson than to sound engineering practice, were succeeded by serious proposals based on scientific surveys of the sea-bed carried out in the 1860s. After describing the major entrepreneurs and their plans, Keith Wilson goes on to show the reactions of successive British Governments. On several occasions the decision on whether or not to go ahead was a very close-run thing. He quotes the views, which make remarkable reading, of Prime Ministers from Gladstone to Ramsay MacDonald; of Foreign Secretaries including Grey and Curzon; and of admirals and generals ranging from Fisher to Wolseley, French and Henry Wilson. Their fears of sabotage, invasion and a future political rift with France were set against hopes of economic advantage. They also saw an enhanced ability to respond quickly to future German aggression. How the existence of a Channel Tunnel would have affected the 1940 campaign is an intriguing speculation.

Book excerpt: From the bawdy audience of a Victorian Penny Gaff to the excitable crowd of an early twentieth century football match, working-class male leisure proved to be a contentious issue for contemporary observers. For middle-class social reformers from across the political spectrum, the spectacle of popular leisure offered a view of working-class habits, and a means by which lifestyles and behaviour could be assessed. For the mid-Victorians, gingerly stepping into a new mass democratic age, the desire to create a bond between the recently enfranchised male worker and the nation was more important than ever. This trend continued as those in governance perceived that 'good' leisure and citizenship could fend off challenges to social stability such as imperial decline, the mass degenerate city, hooliganism, civic and voter apathy and fascism. Thus, between 1850 and 1945 the issue of male leisure became enmeshed with changing contemporary debates on the encroaching mass society and its implications for good citizenry. Working-class culture has often been depicted as an atomised and fragmented entity lacking any significant cultural contestation. Drawing on a wealth of primary and secondary source material, this book powerfully challenges these recent assumptions and places social class centre stage once more. Arguing that there was a remarkable continuity in male working-class culture between 1850 and 1945, Beaven contends that despite changing socio-economic contexts, male working-class culture continued to draw from a tradition of active participation and cultural contestation that was both class and gender exclusive. Book excerpt: In Bahia, Brazil, the decades following emancipation saw the rise of reformers who sought to reshape the citizenry by educating Bahian women in methods for raising “better babies.” The idealized Brazilian would be better equipped to contribute to the labor and organizational needs of a modern nation. Backed by many physicians, politicians, and intellectuals, the resulting welfare programs for mothers and children mirrored complex debates about Brazilian nationality. Examining the local and national contours of this movement, Progressive Mothers, Better Babies investigates families, medical institutions, state-building, and social stratification to trace the resulting policies, which gathered momentum in the aftermath of abolition (1888) and the declaration of the First Republic (1889), culminating during the administration of President Getúlio Vargas (1930–1945). Exploring the cultural discourses on race, gender, and poverty that permeated medical knowledge and the public health system for almost a century, Okezi T. Otovo draws on extensive archival research to reconstruct the implications for Bahia, where family patronage politics governed poor women’s labor as the mothers who were the focus of medical interventions were often the nannies and nursemaids of society’s wealthier families. The book reveals key transition points as the state of Bahia transformed from being a place where poor families could expect few social services to becoming the home of numerous programs targeting the poorest mothers and their children. Negotiating crucial questions of identity, this history sheds new light on larger debates about Brazil’s past and future.
