Book excerpt: The 15th FAO/WHO Joint Meeting on Pesticide Management (JMPM), hosted by the Food and Agriculture Organization of the United Nations (FAO), was held on 15−18 November 2022 at the FAO headquarters in Rome. It was a hybrid meeting in which participants joined either physically or virtually. The meeting agenda included the following items: summary of developments and actions taken after the previous (14th) JMPM (14−15 October 2021); review of actions and recommendations from the 14th meeting; review of new guidance documents under development; revision of existing guidelines or guidance; planning development of new guidance documents and review of existing guidelines and related issues; emerging and priority issues in pesticide management, including gaps, challenges and future directions of FAO and the World Health Organization (WHO); revision of the International Code of Conduct on Pesticide Management (“the Code of Conduct”); and any other issues. The recommendations of the JMPM are presented in section 13 of this report.

Book excerpt: The International Responsibility of International Organisations addresses the joint responsibility of organisations for violations of international law committed during the deployment of peacekeeping operations. More specifically, it inquires if and under which circumstances - in terms of the notion of control - international organisations can be jointly responsible. The author analyses the practice of international organisations (the United Nations, NATO, the European Union, the African Union and the Economic Community of West African States) on an inter-institutional level, as well as in the field in the form of five case studies. The likelihood and distribution of responsibility between international organisations engaged in peacekeeping operations is affected by the different layers of applicable primary norms (Security Council mandates, internal law of the organisations, international humanitarian and human rights law). Although external pressure may contribute to enhancing the effectiveness of holding international organisations jointly responsible, any substantial measures and mechanisms can only be implemented with the participation of states and international organisations.

Book excerpt: An increasing number of commercially exploited and managed aquatic species has been listed in the Appendices to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), triggering the attention from the fisheries sector of States on how listing would impact on the management of the relevant fisheries. CITES regulates international trade in certain aquatic species, including those which are, and can be, commercially exploited and which are being managed by the fisheries sector. The fisheries sector legal frameworks will have to recognize and enable the various requirements provided for in CITES, including the making of non-detriment findings and ensuring that there is a designated management authority and scientific authority to take certain decisions in respect of listed commercially exploited and managed aquatic species. This sourcebook provides clarifications on the relationship of CITES with the fisheries sector and provides guidance on how national fisheries legal frameworks can optimize the implementation of CITES. The realisation of this sourcebook in 2020, designated as a “super year” for nature and biodiversity, represents a timely and useful contribution to fisheries management, by (i) raising awareness of CITES; (ii) enhancing comprehension of the CITES regime and its relationship with the fisheries sector and (iii) where a deliberate decision is made by a country to implement CITES through its national fisheries legal frameworks, providing guidance as to what do it and how to do it.
