Insgesamt zogen seit den 1950er Jahren mehr als 30 Millionen Personen ins Land, weitaus die meisten verließen es wieder. Viele aber ließen sich dauerhaft in der Bundesrepublik nieder, die dem zu Folge de facto seit ihrer Gründung ein Einwanderungsland war. 1997 waren von 82 Millionen in der Bundesrepublik wohnhaft Gemeldeten nur rund 66 Millionen Personen im Inland geboren und gleichzeitig immer deutsche Staatsbürger gewesen. Je nach wirtschaftlicher Situation in der Bundesrepublik und der politischen „Großwetterlage“ der Welt wurden diese Personen aus unterschiedlichen Motiven zu unterschiedlichen Bedingungen aufgenommen. Erst in der zweiten Hälfte der 1990er Jahre aber setzte sich in der politischen Diskussion des Landes die Erkenntnis durch, dass es einer umfassenden Regelung bedarf, um die Migration nach Deutschland und den Aufenthalt der hier lebenden Ausländer regeln und steuern zu können. Diese Arbeit zielt darauf, Determinanten, Kontroversen und Konzepte bezüglich der Migration in die Bundesrepublik in historischer und aktueller Perspektive zu skizzieren. Flucht und Vertreibung ehemaliger Staatsangehöriger des deutschen Reiches zwischen 1945 und 1949 wird dabei kein Gegenstand der Ausführungen sein, ebenso wenig wie die Übersiedelung von Personen aus der Deutschen Demokratischen Republik zwischen 1949 und 1990. Geschildert wird im ersten Abschnitt die Migration von ausländischen Arbeitskräften, Aussiedlern, Flüchtlingen und Asylbewerbern. Den Mittelabschnitt bildet in aller Kürze eine Zusammenfassung des ersten Schrittes in eine neue Richtung der Ausländerpolitik, die Neuregelung des Staatsangehörigkeitsrechts. Der dritte und letzte Teil der Arbeit skizziert das Ringen um ein neues Konzept: die Diskussion um das geplante Zuwanderungsgesetz der Bundesregierung. Die Frage, ob und inwieweit sich die Migranten, die den genannten Gruppen zugerechnet werden in die bundesrepublikanische Aufnahmegesellschaft integrieren konnten, würde allein schon wegen der kontrovers diskutierten Frage, was unter Integration verstanden werden soll und wie diese gemessen werden kann, den Rahmen dieser Arbeit sprengen und wird somit außen vor gelassen.

Book excerpt: Anthropologists have written a great deal about the coastal adaptations and seafaring traditions of Pacific Islanders, but have had much less to say about the significance of rivers for Pacific island culture, livelihood and identity. The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. In addition to making a unique contribution to Pacific island ethnography, the authors of this volume speak to a global set of issues of immense importance to a world in which water scarcity, conflict, pollution and the degradation of riparian environments afflict growing numbers of people. Several authors take a political ecology approach to their topic, but the emphasis here is less on hydro-politics than on the cultural meaning of rivers to the communities we describe. How has the cultural significance of rivers shifted as a result of colonisation, development and nation-building? How do people whose identities are fundamentally rooted in their relationship to a particular river renegotiate that relationship when the river is dammed to generate hydro-power or polluted by mining activities? How do blockages in the flow of rivers and underground springs interrupt the intergenerational transmission of local ecological knowledge and hence the ability of local communities to construct collective identities rooted in a sense of place?

Germany is the birthplace of radical ideologies of the left and right and the only country in which each ideology became the foundation of government. This pattern left its stamp on both the first and second halves of the century. On the other hand, the rise of modern industrial society led to decades of conflict over the social and political order regardless of which political system was in force. Considering these contradictory developments, Herbert tackles the questions of both the collapse in the first half of the century and the development from a post-fascist, ruined society to one of the most stable liberal democracies in the world in the latter half. Herbert's analysis brings together wars and terror, utopia and politics, capitalism and the welfare state, socialism and liberal democratic society, gender and generations, culture and lifestyles, European integration and globalization. The resulting book sets a standard by which historians of the period will be measured in the future.

Given Germany’s varied immigration experience with refugees, asylum seekers, guest workers, and foreign-born persons of German ancestry, Dr. Milewski’s topic is of particular interest, especially with regard to differences in the patterns and levels of childbearing among various kinds of immigrants to Germany vs. native-born Germans. Numerous empirical and theoretical studies of childbearing among immigrants to various countries have been published and Dr. Milewski carefully reviews them. While earlier studies have tended to be rather fragmentary, particularly for European populations, Dr. Milewski’s research provides a comp- hensive picture of the recent female fertility of post-war migrants and their desc- dants in West Germany, with an emphasis on migrants who came to Germany to work.
