Book excerpt: Taking recent German debates of diversity terminology as a case example for scrutinizing enactments of genealogy that assume a linear image of progressive generation, this book engages with performative effects of genealogical stories in academic texts that negotiate conceptual belonging. While supporters of the developing Diversity Studies in Germany cherish diversity’s potential for multi-category investigations, Gender and Women’s Studies critics reject the term for its neoliberal, managerial rationale, allegedly holding profit above social justice. Genealogies and Conceptual Belonging intervenes in this oppositional debate by turning one’s attention to narrations of the origins of "gender" and "diversity" that suggest their proper place in the present. Presenting a story about dis/continuous genealogies and highlighting complicated interferences between gender and diversity, Marten forges novel future connections between questions of gender, sexual difference, and diversity. Book excerpt: This book takes a critical and historical perspective in parsing the current state of play for refugee and immigrant students in Germany, addressing federal, state, and institutional innovations as well as gaps in service. Drawing from de/post/anticolonial theory, it considers the levels of support for diverse groups including migrants, refugees, and racialized Germans, investigating why a comparatively well-resourced higher education system has, to date, selectively invested in the support of some marginalized groups. It calls for the reconsideration of policy and programmatic support, drawing from emerging best practice across states and higher education institutions (HEIs). Using historical analysis, federal and state level policy documents, institutional equal opportunity plans and student-facing websites, reporting, and first-person-accounts of marginalized students both prospective and enrolled, this critically oriented work interrogates how and why the world’s fourth largest economy – and its primarily public higher education system – have failed to engage systemic change with an eye towards addressing mechanisms of exclusion including racialization and xenophobia. It concludes with a consideration of possible policy interventions supporting these minoritized student groups who are essential not only to German learning and economy, but also to the rebuilding of conflict states. This volume will appeal to researchers, scholars, and practitioners working across comparative and international higher education, crisis education, and education in emergencies, as well as diversity specialists.

The second section addresses the process of cross-border cooperation, and namely its impact in reducing border obstacles and supporting ever growing number of cross-border entities. The third section elaborates on the second most important ETC process (transnational cooperation) with a similar approach. Finally, a last section debates the future scenarios for this process in Europe.

On the one hand, there are many attempts to implement the theory of multiculturalism in political practice. The slogan of Berlin's integration concept in 2007 'Vielfalt Fördern - Zusammenhalt Stärken' (Supporting Diversity - Strengthening Cohesion) aimed at the advertisement of the positive potential of the city's pluralist landscape. On the other hand, the media often issues headlines and statements of politicians who declare multiculturalism in Germany as unsuccessful. The mayor Heinz Buschkowksy of Neukölln, a district in Berlin inhabited by about 30 percent migrants, with his rigorous conclusion "Multiculturalism has failed." in 2005 caught the attention of the media. In these contradicting positions - the constant efforts to politically apply multicultural theory and then again the questioning whether multiculturalism is generally applicable in Germany - originates the interest to gain an extensive insight into multiculturalism practiced in Germany. This paper aims to combine the political theory and practice of multiculturalism. Therefore, it inquires how the theoretical concept of multiculturalism is put into practice in a German context as an efficient means to manage immigration. After the definition of the term multiculturalism, this essay will further concentrate on German examples. Due to my own interest and the reason that in my opinion case studies better illustrate the theory I chose to concentrate on the German cities Frankfurt (Main) and Berlin to demonstrate how multiculturalism was implemented there.
