However, problems in areas such as staff training, workplace culture, and strategic planning still need to be addressed. Specifically, the report recommends that the zoo immediately develop and implement animal-care training programs to ensure that people who are directly responsible for the well-being of its animal collection are adequately prepared and competent. The report commends a zoo-initiated strategic planning process as a positive step, but recommends it contain a more detailed, comprehensive strategy of how it will meet short-term goals and that it should link plans to upgrade facilities with those to acquire animals. The zoo should also focus on improving communication among keepers, veterinarians, nutritionists, senior managers, and curators.

Herbivores are an integral and critical part of the natural ecosystem which must be preserved because of their impact on human welfare. Wh at makes ruminants especially important to man is that they can thrive on fibrous forage and are thus the only viable enterprise over much of the earth's surface where crop growing is impracti cable. They contribute a wide array of products in addition to 50000 000 tonnes ofmeat (1977) and represent a 'capital reserve' that can be drawn upon in times of emergency: milk for example (450000000 tonnes) can make the difference between subsistence and starvation. About 60% of the world's meat and 80 % of the milk are produced by one third of the world ruminant population in the developed regions and as much as 99 % of the power for agriculture is provided by the ruminant population in developing countries. For the next two decades, a probable increase by 30 % for . cattle and buffalo and more than 40 % for sheep and goats is expected by improving health, fertility, nutrition and genetic potential rather than feed resources.

As the planet warms and the polar ice caps melt, naturally occurring cold is a resource of growing scarcity. At the same time, energy-intensive cooling technologies are widely used as a means of preservation. Technologies of cryopreservation support global food chains, seed and blood banks, reproductive medicine, and even the preservation of cores of glacial ice used to study climate change. In many cases, these practices of freezing life are an attempt to cheat death. Cryopreservation has contributed to the transformation of markets, regimes of governance and ethics, and the very relationship between life and death. In Cryopolitics, experts from anthropology, history of science, environmental humanities, and indigenous studies make clear the political and cultural consequences of extending life and deferring death by technoscientific means. The contributors examine how and why low temperatures have been harnessed to defer individual death through freezing whole human bodies; to defer nonhuman species death by freezing tissue from endangered animals; to defer racial death by preserving biospecimens from indigenous people; and to defer large-scale human death through pandemic preparedness. The cryopolitical lens, emphasizing the roles of temperature and time, provokes new and important questions about living and dying in the twenty-first century. At the same time, a turn to biological principles of self-organization made it possible to adapt to unclearly delineated sets of problems and clarify the operation of opaque systems - from logistics to architecture, or from crowd control to robot collectives. As zootechnologies, swarms offer performative, synthetic, and approximate solutions in cases where analytical approaches are doomed to fail.
