Book Land Development Regulations that Promote Access Management

Download or read book Land Development Regulations that Promote Access Management written by Kristine Williams and published by . This book was released on 1996 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis will be of interest to state and local transportation agency personnel responsible for access management, as well as to traffic and highway design engineers, land use planners, zoning administrators, environmental specialists, and policymakers or legislators. It describes the various methods for improving traffic operations by managing the location, design, and operation of driveways, median openings, and street connections from business and residential land uses in urban areas. This report of the Transportation Research Board discusses state and local regulatory practice and policy related to subdivision regulations, lot split requirements, development review, access requirements, zoning, and other administrative and legal considerations. The specific regulatory techniques cited by local governments that are used to support access management are identified and discussed, including setback requirements, driveway spacing and operating characteristics, and land use techniques such as minimizing commercial strip development and promoting mixed-use zoning. The increasingly important role of comprehensive planning and intergovernmental cooperation in access management are highlighted. The role of remedial measures, including special exceptions and waivers, is discussed.

Book excerpt: The preservation of open space has captured the public's imagination. Disappearance of open space is associated with the general degradation of the quality of community life, and in a broader sense, what is happening to open space is what is happening to the local environment. Despite this reality, there is no comprehensive source of information about strategies available to localities to protect the environment. Open Ground: Effective Local Strategies for Protecting Natural Resources is designed to fill that void. It is offered with the knowledge that properly drafted land use ordinances, land acquisition programs, and smart growth strategies can protect critical landscapes and valued natural resources.

Book Land Use without Zoning

  • Author : Bernard H. Siegan

Download or read book Land Use without Zoning written by Bernard H. Siegan and published by Rowman & Littlefield. This book was released on 2020-12-08 with total page 298 pages. Available in PDF, EPUB and Kindle. Book excerpt: The conversation about zoning has meandered its way through issues ranging from housing affordability to economic growth to segregation, expanding in the process from a public policy backwater to one of the most discussed policy issues of the day. In his pioneering 1972 study, Land Use Without Zoning, Bernard Siegan first set out what has today emerged as a common-sense perspective: Zoning not only fails to achieve its stated ends of ordering urban growth and separating incompatible uses, but also drives housing costs up and competition down. In no uncertain terms, Siegan concludes, “Zoning has been a failure and should be eliminated!” Drawing on the unique example of Houston—America’s fourth largest city, and its lone dissenter on zoning—Siegan demonstrates how land use will naturally regulate itself in a nonzoned environment. For the most part, Siegan says, markets in Houston manage growth and separate incompatible uses not from the top down, like most zoning regimes, but from the bottom up. This approach yields a result that sets Houston apart from zoned cities: its greater availability of multifamily housing. Indeed, it would seem that the main contribution of zoning is to limit housing production while adding an element of permit chaos to the process. Land Use Without Zoning reports in detail the effects of current exclusionary zoning practices and outlines the benefits that would accrue to cities that forgo municipally imposed zoning laws. Yet the book’s program isn’t merely destructive: beyond a critique of zoning, Siegan sets out a bold new vision for how land-use regulation might work in the United States. Released nearly a half century after the book’s initial publication, this new edition recontextualizes Siegan’s work for our current housing affordability challenges. It includes a new preface by law professor David Schleicher, which explains the book’s role as a foundational text in the law and economics of urban land use and describes how it has informed more recent scholarship. Additionally, it includes a new afterword by urban planner Nolan Gray, which includes new data on Houston’s evolution and land use relative to its peer cities.

Available in PDF, EPUB and Kindle. Book excerpt: Full-scale food production in cities: is it an impossibility? Or is it a panacea for all that ails urban communities? Today, it's a reality, but many people still don't know how much of an impact this emerging food system is having on cities and their residents. This book showcases the work of the farmers, activists, urban planners, and city officials in the United States and Canada who are advancing food production. They have realized that, when it's done right, farming in cities can enhance the local ecology, foster cohesive communities, and improve the quality of life for urban residents. Cities of Farmers enables readers to understand and contribute to their local food system, whether they are raising vegetables in a community garden, setting up a farmers' market, or formulating regulations for farming and composting within city limits.
