Book excerpt: International relations scholars have traditionally focused on explaining war rather than peace, resulting in the concept of peace being understudied and underemphasized. This book in contrast explains the maintenance of extensive periods of international peace in two regions of the Third World: South America and West Africa. The term "zones of peace" has been used in reference to the Cold War (1945–1989) and to separate peace among the democracies developed progressively throughout the last two hundred years. In this book, however, Kacowicz moves beyond a European focus to consider the theoretical and historical significance of the term in the context of the Third World. He argues that there have been periods of "long peace," so that zones of peace, characterized by the absence of interstate war, have developed in South America since the late 1880s and among the West African countries since their independence in the early 1960s. Kacowicz explores how regional peace is maintained in South America and West Africa through the distilling of alternative explanations, including Realism, Liberalism, and satisfaction with the territorial status quo. He also examines how peace can be maintained among states that usually do not sustain Western democratic regimes by offering a critique (and improvement) upon the "democratic peace" theory. Peace can indeed be maintained, he asserts, among nondemocratic states, although there is a direct relationship between the quality of the regional peace and the type of political regimes sustained by the countries in any given region.

A fourth level that falls between the systemic and the national is the region. It is woefully underdeveloped in comparison to the attention afforded the other three. Yet regions tend to be distinctive theaters for international politics. Otherwise, we would not recognize that Middle Eastern interstate politics somehow does not resemble Latin American interstate politics or interstate politics in Southern Africa (although once the Middle East and Southern Africa may have seemed more similar in their mutual fixation with opposition to domestic policies in Israel and South Africa, respectively). This book, divided into three parts, first makes a case for studying regional politics even though it must also be appreciated that regional boundaries are also hazy and not always easy to pin down empirically. The second part examines power distributions within regions as an important entry point to studying regional similarities and differences. Two emphases are stressed. One is that regional power assessments need to be conditioned by controlling for weak states which are more common in some regions than they are in others. The other emphasis is on regional power hierarchies. Some regions have strong regional hierarchies while others do not. Regions with strong hierarchies operate much differently from those without them in the sense that the former are more pacific than the latter. The third part of the book focuses on regional differences in terms of conflict behavior, order preferences, rivalries, and rivalry termination.

Others point instead to the extraordinarily dense network of international institutions and organisations in Europe, offering a wide panoply of fora in which to handle disputes peacefully; or to the web of interdependence in economic and other affairs, tying together all states in Europe in relations which militate strongly against war. Still others believe that the external peace between the states in Europe is simply a reflection of a convergence of cultures, democracies with marked economies that are open towards the world market. These questions are the focal point of this book, which concentrates on security, albeit not in the sense of being a treatise on military matters, but security obtainable by much more indirect and non-military means. It will be required reading for all students and scholars of European security and the organisations which underpin it.
