Book excerpt: This book is about urban infrastructuring as the processes linking infrastructural configurations and their components with other social, ecological, political, or otherwise defined systems as part of urbanisation and globalisation in the Global South. It suggests that infrastructuring is essential to urbanisation and that it is entangled with socio-spatio-ecological transformations that often have negative outcomes over time. Furthermore, it argues that infrastructuring requires an ethical positioning in research and practice in order to enhance infrastructural sustainability in the face of intersecting environmental, social and economic crises. “Urban Infrastructuring” is developed in three parts. First, it identifies infrastructural entanglements across various urban and urbanising settings in the Global South. Second, it highlights some of the damaging processes and outcomes of urban infrastructuring and argues that the absence, presence and transformation of infrastructure in the Global South (re-)produces socioecological injustice in the short- and long term. Third, the book argues for a shift of infrastructuring agendas towards more just and sustainable interventions. It suggests that an ethico-politics of care should be embedded in systems approaches to infrastructuring in both research and practice. The edited volume contains contributions from authors with backgrounds in a variety of academic disciplines from the natural and social sciences, engineering and the humanities. Increased life expectancy and lower fertility rates are changing the population structure worldwide in a major way: the proportion of older persons is rapidly increasing, a process known as population ageing. The process is inevitable and is already advanced in developed countries and progressing quite rapidly in developing ones. The 2007 Survey analyses the implications of population ageing for social and economic development around the world, while recognising that it offers both challenges and opportunities. Among the most pressing issues is that arising from the prospect of a smaller labour force having to support an increasingly larger older population. Paralleling increased longevity are the changes in intergenerational relationships that may affect the provision of care and income security for older persons, particularly in developing countries where family transfers play a major role. At the same time, it is also necessary for societies to fully recognise and better harness the productive and social contributions that older persons can make but are in many instances prevented from making. The Survey argues that the challenges are not insurmountable, but that societies everywhere need to put in place the policies required to confront those challenges effectively and to ensure an adequate standard of living for each of their members, while respecting and promoting the contribution and participation of all.

Book excerpt: This book focuses on the socio-economic impacts of the COVID-19 pandemic and associated lockdowns on the welfare of the urban poor in the city of Harare, Zimbabwe. The authors look through the lenses of the urban health penalty, the right to the city, complexity theory, and distributive justice theory. These four theories help situate the COVID-19 pandemic and its impacts on the urban poor in the theoretical foundations that raise issues of how the poor are affected by disease/health pandemics, due to their living conditions. Uniquely, the authors use remote ethnography tools such as rich texts, video diaries and photo uploads to provide evidence-based stories of how COVID-19 mobility restrictions have affected poor urbanites in Harare. The book concludes that the COVID-19 pandemic mandatory lockdowns have deepened social and spatial inequality among the urban poor, threatening their right to the city. The socio-economic impacts can upsurge poverty, increase unemployment and the risks of hunger and food insecurity, reinforce existing inequalities, and break social harmony in the cities, even past the COVID-19 pandemic period. These socioeconomic impacts must be considered to make just cities for all, from a right-to-the-city perspective. The authors recommend that mandatory COVID-19 lockdowns should not only be treated as a law-and-order operation but as a medical intervention to stem the spread of the virus backed by measures to safeguard the livelihoods of the urban poor while also protecting the economy. This means governments should provide social safety nets to informal sector operators whose income-generating activities are affected the most during the time of emergencies like COVID-19. Planners and policymakers should re-envision pandemic-resilient cities that are just, equitable, resilient, and sustainable.

The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.
