Book excerpt: On 31 July 2013, Zimbabwe will hold harmonized elections composed of local government, House of Assembly, Senate and presidential elections. These elections are being held in an environment in which fundamental freedoms of expression, association and peaceful assembly are being restricted through harassment, intimidation and criminalization of legitimate work of human rights defenders, political activists and civil society organizations in general. Amnesty International is concerned that partisanship by some members of the country's security services who have openly expressed their preferred outcome in the next election is directly undermining Zimbabwe's ability to realize its obligation to respect and protect internationally guaranteed civil and political rights in particular in the lead up to the coming elections. The rights to freedom of expression, association and assembly are also explicitly provided for in the country's new constitution which was signed into law on 22 May 2013. Amnesty International is urging the Southern African Development Community (SADC) and the African Union (AU) as guarantors of the Global Political Agreement (GPA) to take robust measures and put pressure on the government of Zimbabwe and its security forces to stop human rights violations and ensure that the next elections in Zimbabwe are held in an environment where all human rights are fully protected. Specifically, the election environment should be free from violence, harassment and intimidation.

Book excerpt: The third wave of democracy that reached African shores at the end of the Cold War brought with it a dramatic decline from 1990 onwards in dictatorships, military regimes, one-party governments, and presidents for life. Multiparty democracy was at the core of the constitutional revolutions that swept through most of Africa in those watershed years. However, that wave is either losing momentum or receding - or being reversed in its entirety. This volume examines democracy and elections in Africa, a focus motivated by two concerns. First, after 30 years it is important to take stock of the state of constitutional democracy on the continent. The democratic gains of the 1990s and 2000s seem to be falling by the wayside, with the evidence mounting that regimes are concealing authoritarianism under the veneer of elections, doing so in an international context where populist regimes are on the rise and free and fair multiparty elections are consequently no longer a given. It is becoming a battle to protect and retain constitutional democracy. The second reason for this volume's focus on democracy and elections is that multiparty democracy is essential for the proper functioning of the state in addressing the major problems facing Africa - internal conflict, inequality and lack of development, and poor governance and corruption. The focus of this volume is thus on how competitive politics or multiparty democracy can be realized and how, through competition, such politics could lead to better policy and practice outcomes.

Book excerpt: Although the phenomenon of authoritarian elections has been a focal point for the literature on authoritarian institutions for more than a decade, our understanding of the effect of authoritarian elections is still limited. Combining evidence from cross-national studies with studies on selected cases relying on recent field work, this book suggests a solution to the "paradox of authoritarian elections". Rather than focusing on authoritarian elections as a uniform phenomenon, it focuses on the differing conditions under which authoritarian elections occur. It demonstrates that the capacities available to authoritarian rulers shape the effect of elections and high levels of state capacity and control over the economy increase the probability that authoritarian multi-party elections will stabilize the regime. Where these capacities are limited, the regime is more likely to succumb in the face of elections. The findings imply that although multi-party competition and state strength may be important prerequisites for democracy, they can under some circumstances obstruct democratization by preventing the demise of dictatorships. This text will be of key interest to scholars, students and practitioners of democratization, and to those who study autocracy and electoral authoritarianism, as well as comparative politics more broadly.
