Book excerpt: The People’s Republic of China is the only large country in the world that does not have a “national” military; its military answers only to a political party, the Chinese Communist Party. For a brief period in the mid-twentieth century, China had the makings of a professional, apolitical military force. The Rise and Fall of an Officer Corps tells the story of that moment in the military history of modern China—how it came to be, why it ultimately failed, and what it meant for China at home and abroad. Between 1942 and 1955 a cadre of highly trained, nationalistic, and cosmopolitan Chinese officers created a professional, depoliticized military, a force that could effectively represent the aspirations of China as a world power. Drawing on multiple archival sources and Chinese military journals, author Eric Setzekorn charts the development of this new army as a critical cultural and political force with extensive connections to foreign powers. During this period, military officers were the primary actors in an intergovernmental partnership between the United States and the Republic of China. The partnership gave officers access to educational opportunities and technological transfers that were central to their professional ideals. Setzekorn’s account of the career of General Sun Li-jen, an American-educated Chinese army officer, illustrates the rise of this new sense of professionalism as well as its decline after 1953. Setzekorn then traces the failure of the army-building project to a renewed politicization of military forces, marked by a purge of key military leaders in 1955 by Chiang Kai-shek and his Koumintang (KMT) party. By focusing on this important chapter in Chinese military history, Setzekorn’s work also highlights broader patterns of military transformation during the pivotal period from World War II through the early Cold War. His work is critical to understanding the rise of China as a military and world power.

The youngest girls fell victim to infanticide, the tragic result of a "one child" law in a male-dominated society. As a result of the gender imbalance these disappearances created, countless young males now suffer from the "marriage squeeze," remaining single without families of their own. This sociological study explores the institutional factors, develops a typology for these populations, and lays a foundation for the examination of lost populations in the future.

But unlike South Korea and Japan, where large firms have been the major exporters, before the late 1980s Taiwan’s successful exporters were overwhelmingly small- and medium-sized enterprises (SMEs). The SMEs became the engine of the entire economy, yet for many years the state virtually ignored the SMEs and their role as exporters. What factors account for the success of the SMEs and their benign neglect by the state? The key was a strict division of labor: state and large private enterprises jointly monopolized the domestic market. This gave the SMEs a free run in export markets. How did this industrial structure come into being? The author argues that it was an unintended consequence of the state’s policy toward the private sector and its political strategies for managing societal forces. Indeed, Taiwan’s unique industrial structure was shaped by both the witting and the unwitting interactions of the state and the private sector. Moreover, as the author shows, this industrial policy was a product of the internal politics of the economic bureaucracy, and the formulation and implementation of economic policy hinged on mechanisms for solving differences within the state. "

Before the completion of the Trans-Siberian railway in 1916, the only rail route from the Imperial Russian capital of St. Petersburg to the Pacific port of Vladivostok transited Manchuria. Yanqiu Zheng argues that, unlike similar projects by more established powers, Chinese cultural diplomacy in this era was not carried out solely by a functional government agency; rather, limited resources forced an uneasy collaboration between the New York-based China Institute and the Chinese Nationalist government. In Search of Admiration and Respect uses the Chinese case to underscore what Zheng calls "infrastructure of persuasion," in which American philanthropy, museums, exhibitions, and show business had disproportionate power in setting the agenda of unequal intercultural encounters. This volume also provides historical insights into China's ongoing quest for international recognition. Drawing upon diverse archival sources, Zheng expands the contours of cultural diplomacy beyond established powers and sheds light on the limited agency of peripheral nations in their self-representation.
