Book excerpt: As it became evident that the Allies were winning World War II, Turkish policy-makers struggled to achieve their objectives in the shifting circumstances of wartime diplomacy. Edward Weisband's detailed description of Turkish foreign policy from 1943 to 1945 reveals that it was complicated by the fact that its two principal aims dictated contradictory positions. The first aim was the priority of peace over expansionism—this implied a noninterventionist policy. On the other hand, the belief that the Soviet Union represented the primary threat to the security of the Republic often made intervention to contain Russia seem necessary for national defense. Turkish officials became determined to influence the postwar settlement towards an equilibrium among the great powers that would limit Soviet expansionism, which the Turks assumed they could not do alone. Consequently, they were among the first to envision the contours of the Cold War. After outlining the historical origins of the ideology that lay behind Turkish diplomacy, the first part of the book concentrates on the policy-making process in Ankara and assesses the relative influence of individual leaders and institutions. The second part analyzes both Turkey's responses to the exigencies of war and the general nature of small state diplomacy. Originally published in 1973. Even with more than seven decades of Holocaust research and writing behind us, there are many specialist topics within Holocaust historiography that have not been dealt with in detail, including the role of Turkey. This has caused the researchers of the Holocaust in other countries to often include limited, outdated, and sometimes incorrect data about Turkey in their studies. Within the flood of publications on Holocaust history that has been rising since the 1990s, and which has maintained its momentum ever since, studies on the role of Turkey remain comparatively underexplored. Selahattin Ülkümen, a Turk, is the only Muslim diplomat who thus far has been designated as “Righteous among the Nations” by the Yad Vashem (the Holocaust Martyrs and Heroes Authority) in Jerusalem for saving, at his own risk, the lives of 42 Jews in Rhodes from the Nazis in 1944. Thus momentarily thrust into prominence, he excites a certain curiosity. However, current scholarship has failed to reveal a single monograph or even an article in periodical literature on him. Neither Turk nor Westerner has devoted more than a few pages to his exploits. References to him in other sources are slight and fall short of explaining a satisfactory explanation of his deeds. The remarkable story of Ülkümen is an important but little-known aspect of Turkish history in the Second World War period. He is an individual who has not received the attention he deserves. This book serves to fill this historiographical void. It draws on the previously unused files of the Turkish Ministry of Foreign Affairs, the Yad Vashem Archives, and available primary and secondary sources in Turkish, English, and French.

Book excerpt: The southernmost and poorest state of the Eurasian space, Tajikistan collapsed immediately upon the fall of the Soviet Union and plunged into a bloody five-year civil war (1992–1997) that left more than 50,000 people dead and more than half a million displaced. After the 1997 Peace Agreements, Tajikistan stood out for being the only post-Soviet country to recognize an Islamic party—the Islamic Renaissance Party of Tajikistan (IRPT)—as a key actor in the civil war as well as in postwar reconstruction and democratization. Tajikistan’s linguistic and cultural proximity to Iran notwithstanding, the balance of external powers over the country remains fairly typical of Central Asia, with Russia as the major security provider and China as its principal investor. Another specificity of Tajikistan is its massive labor migration flows toward Russia. Out of a population of eight million, about one million work abroad seasonally—one of the highest rates of departure in the world. Migration trends have impacted Tajikistan’s economy and rent mechanisms: half of the country’s GDP comes from migrant remittances, a higher share than anywhere else in the world. However, it is in the societal and cultural realms that migration has had the most transformative effect. Migrants’ cultural and societal identities are on the move, with a growing role given to Islam as a normative tool for regulating the cultural shock of migration. Islam, and especially a globalized fundamentalist pietist movement, regulates both physical and moral security in workplace and other settings, and brings migrants together to make their interactions meaningful and socio-politically relevant. It offers a new social prestige to those who work in an environment seen as threatening to their Islamic identity. The first section of this volume investigates the critical question of the nature of the Tajik political regime, its stability, legitimacy mechanisms, and patterns of centralization. In the volume’s second part, we move away from studying the state to delve into the societal fabric of Tajikistan, shaped by local rural specificities and social vulnerabilities in the health sector and gender relationships. The third section of the volume is devoted to identity narratives and changes. While the Tajik regime works hard to control the national narrative and the interpretation of the civil war, society is literally and figuratively on the move, as migration profoundly reshapes societal structures and cultural values.

A description and an analysis of Cemal Paşa’s work of humanitarian relief and reconstruction when he was provincial governor in Adana and a survey of post-1911 Adana and Cemal Paşa’s governorship at Baghdad are also included in this study.
