This poor record on WSS service delivery is disastrous for Zambia's economy by negatively affecting human capital development, which in turn creates a drag on the economy. Successive governments in Zambia have recognized this important sector of the economy and launched reforms and investment programs. This analysis shows that Zambia's chronically inefficient water utilities are creating a fiscal burden and making it harder for the government to finance the sector. The rest of the report is organized as follows: Chapter 2 provides an analysis of the strategic relevance of the WSS programs to Zambia's economy, drawing on existing literature on the economic impacts of WSS and analysis of a sample of projects in both programs. Chapter 3 analyzes the extent to which the programs are structured to deliver desired results, focusing on the design and prioritization of investments, implementation arrangements, and monitoring and evaluation. Chapter 4 provides an analysis of the expenditure framework for both programs and the extent to which it supports efficient program implementation. Chapter 5 summarizes opportunities that exist to enhance the effectiveness and impact of both programs and makes recommendations on medium-term actions to advance Zambia's WSS sector and narrow the gap between policy and practice.

This report summarizes three background papers of this activity; the first containing the overall summary of findings, a dossier of sector data, and lessons and recommendations; then two technical reports that cover (i) the detailed information and data on the linkages between WASH, health and human development outcomes, and (ii) the analysis of the main institutional barriers that exist in the rural water subsector. The report presents updated evidence and data using diverse analytical tools that contribute to understand why and how WASH investments could be coordinated with other sectors to improve human development outcomes, such as reduced childhood stunting. The information presented in this comprehensive report explores water supply service quality, affordability and availability and offers conceptual framework and institutional diagnostic applied to the rural water sector, where services have been lagging behind in terms of coverage over the past decades.

The problem derives from a range of different causes relating primarily to technical, organizational, and commercial (TOC) factors. Evidence from a World Bank study conducted in 2020 shows that most Zambian commercial utilities (CUs) face inefficiency challenges in their operations. This report details the state of Water Supply and Sanitation (WSS) efficiency in Zambia, focusing on three provinces: Central, Southern, and Luapula. The report is organized into six chapters. Chapter 1 outlines the background and lays out the report's objectives with a brief indication of the approach used for the assessment. Chapter 2 is a review of the state of WSS efficiency in Zambia. In addition to stating the efficiency bottlenecks in WSS delivery, the section highlights the flaws and misconceptions of performance indicators (PIs) that could hinder CUs' efforts to identify the priority areas requiring investment. Chapter 3 describes the method used to assess the technical, operational and commercial efficiency of the three pilot CUs. The section emphasizes i-TOC as an assessment tool that overcomes the flaws of traditional PIs and their application in setting targets. Chapter 4 presents the main findings from the assessment, while chapter 5 summarizes the key findings, and section 6 concludes with interim recommendations, which will be further developed.

Book excerpt: This 2019 Article IV Consultation with Zambia highlights that the development strategy has targeted a rapid scale-up of public investment to address infrastructure needs. Recent efforts to adjust the fiscal stance have delivered some improvement in revenues; however, deficits have continued to rise following faster-than-budgeted execution of foreign-financed capital spending. With the anticipated growth dividend yet to materialize, the debt burden has risen sharply, resulting in currency weakness and rising local borrowing costs that have further pushed up the interest bill. A large, frontloaded, and sustained fiscal effort is needed to bring debt down to safer levels. This should include a moratorium on contracting new external non-concessional borrowing, steps to raise revenues, halt the build-up of domestic expenditure arrears, and to better prioritize public investment projects. Decisive steps forward to build confidence and deliver meaningful fiscal adjustment will be essential. Appropriately tight monetary policy also has a role to play in securing stability. Reserves should be replenished over the medium term. Steady attention to the business environment is also needed to support private investment going forward.
