However, its mining sector’s direct contribution to government revenues has been low. Reflecting persistent concerns about the low contribution of the mining sector to budget revenues, the government has amended the fiscal regime many times over the last seven years. The 2015 budget introduced major changes to the mining fiscal regime. The authorities estimate that the change would boost budget revenues from the mining sector by about 1 percent of GDP, based on an assumption that the change would have no adverse impact on production.

Book excerpt: Structural policies have become a prominent feature of today’s macroeconomic policy discussion. For many countries, lackluster economic growth and high unemployment cloud the outlook. With fewer traditional policy options, policymakers are increasingly focused on the complementary role of structural policies in promoting more durable job-rich growth. In particular, the G20 has emphasized the essential role of structural reforms in ensuring strong, sustainable and balanced growth. Against this backdrop, the 2014 Triennial Surveillance Review (TSR) called for further work to enhance the Fund’s ability to selectively provide more expert analysis and advice on structural issues, particularly where there is broad interest among member countries. The purpose of this paper is to engage the Board on staff’s post-TSR work toward strengthening the Fund’s capacity to analyze and, where relevant, offer policy advice on macro-relevant structural issues.

Book excerpt: First published in 1997, this edited volume emerged in response to Zambia’s recent reinstatement of multiparty democracy and its ensuing economic, social policy and public administrative reform. Following the establishment of the single party state under the United National Independence Party in 1972, a severe decline in the price of copper (Zambia’s principle export) resulted in high national debt and increasing riots. This volume situates itself in response to the transition from the UNIP to the Movement for Multiparty Democracy (MMD), seeing it as a verdict delivered by the people. Its authors aim to explore the causes of this verdict through areas such as financial innovation, land policy, the health industry and universities. They thoroughly examine the attempts and potential pitfalls of the reform programme as well as its impact on Zambian society. The general conclusion reached by the contributors to this volume is that while the reform programme is a necessary condition for economic rebirth its details require careful consideration in order to ensure it has the desired socio-economic impact on the people of Zambia. This should also serve as an important example to other countries embarking on similar programmes of reform.

This mission was a follow up on a 2018 GFS technical assistance (TA) mission under the EDDI 2. The mission’s objective was to review progress made and assisting with outstanding statistical issues that are important for sound policymaking in Zimbabwe. Some of the key outstanding issues raised by the IMF African Department prior to the mission were, the classification of government subsidies to state owned enterprises (SOEs); the identification of extrabudgetary units (EBUs) and classification of their operations; and the correct classification of other government transactions in line with a Government Finance Statistics Manual (GFSM) 2014 framework.

Book excerpt: This study analyzes the drivers of the use of formal vs. informal financial services in emerging and developing countries using the 2017 Global FINDEX data. In particular, we investigate whether individuals’ choice of financial services correlates with macro-financial and macro-structural policies and conditions, in addition to individual and country characteristics. We start our analysis on middle and low-income countries, and then zoom in on sub-Saharan Africa, currently the region that most relies on informal financial services, and which has the largest uptake of mobile banking. We find robust evidence of an association between macroprudential policies and individuals’ choice of financial access after controlling for personal and country-level characteristics. In particular, macroprudential policies aimed at controlling credit supply seem to be associated with greater resort to informal financial services compared with formal, bank-based access. This highlights the importance for central bankers and financial sector regulators to consider the potential spillovers of monetary policy and financial stability measures on financial inclusion.

Despite its intrinsic self-enforcement capacity, many tax administrations find it challenging to refund excess input credits, which is critical to a well-functioning VAT system. Improperly functioning VAT refund practices can have profound implications for fiscal policy and management, including inaccurate deficit measurement, spending overruns, poor budget credibility, impaired treasury operations, and arrears accumulation.This note addresses the following issues: (1) What are VAT refunds and why should they be managed properly? (2) What practices should be put in place (in tax policy, tax administration, budget and treasury management, debt, and fiscal statistics) to help manage key aspects of VAT refunds? For a refund mechanism to be credible, the tax administration must ensure that it is equipped with the strategies, processes, and abilities needed to identify VAT refund fraud. It must also be prepared to act quickly to combat such fraud/schemes.

While the economy has largely revolved around the mining industry since the early 1920s when the extraction of copper and other mineral ores on the Copperbelt begun, there has been a gradual broadening of economic activities over time, with services now accounting for almost two-thirds of gross domestic product (GDP). This book shows that since colonial times, one of the persistent items on the economic development agenda in what is today known as Zambia has been the need to diversify the economy to reduce dependence on mining, in terms of foreign exchange earnings and public revenue. While the need to diversify the economy has been well-acknowledged by successive Zambia governments, including the current government, achieving this goal has proved to be elusive so far.
