Book excerpt: Croatian Radical Separatism and Diaspora Terrorism During the Cold War examines one of the most active but least remembered groups of terrorists of the Cold War: radical anti-Yugoslav Croatian separatists. Operating in countries as widely dispersed as Sweden, Australia, Argentina, West Germany, and the United States, Croatian extremists were responsible for scores of bombings, numerous attempted and successful assassinations, two guerilla incursions into socialist Yugoslavia, and two airplane hijackings during the height of the Cold War. In Australia alone, Croatian separatists carried out no less than sixty-five significant acts of violence in one ten-year period. Diaspora Croats developed one of the most far-reaching terrorist networks of the Cold War and, in total, committed on average one act of terror every five weeks worldwide between 1962 and 1980. Tokić focuses on the social and political factors that radicalized certain segments of the Croatian diaspora population during the Cold War and the conditions that led them to embrace terrorism as an acceptable form of political expression. At its core, this book is concerned with the discourses and practices of radicalization—the ways in which both individuals and groups who engage in terrorism construct a particular image of the world to justify their actions. However, far away from the headline-grabbing meetings between the leading politicians of the USA and the USSR as well as the Geneva negotiations on disarmament, the Helsinki process proved to be an efficient framework for the East-West negotiations. The inconclusive Belgrade CSCE Meeting of 1977-1978 - after six months the delegations were only able to agree on a brief final document - was nevertheless a significant milestone for the CSCE process itself: negotiation rules were drawn up, interpreted, negotiated and re-negotiated. The contributions to this volume offer solid insights into the follow-up meeting in Belgrade in 1977/78, the Cold War, and in particular the CSCE process.

After having fallen out of the Eastern bloc, Tito turned to American backing. In political spheres distance was carefully guarded, yet in the realms of culture and consumption the Yugoslav regime was definitely much more receptive. For Titoist Yugoslavia this tactic turned out to be rewarding. It stabilised the regime internally and gave it an image of openness in foreign policy. The book addresses the link between cultural diplomacy, culture, consumer society and politics. The main argument is that both culture and everyday life modelled on the American way were a major source of legitimacy for the Yugoslav Communist Party, and a powerful weapon for both USA and Yugoslavia in the Cold War battle for hearts and minds. Vucetic explores how the Party used American culture in order to promote its own values and how life in this socialist and capitalist hybrid system looked like for ordinary people, living in a country with communist ideology wrapped in capitalist form. The book offers a careful reevaluation of the limits of appropriating the American dream. The analysis raises doubts toward both the uncritical celebration of Yugoslavia's openness and the exaggerated picture of its authoritarianism.
