Book excerpt: Total System Performance Assessments are an important component in the evaluation of the suitability of Yucca Mountain, Nevada as a potential site for a mined geologic repository for the permanent disposal of high-level radioactive wastes in the United States. The Total System Performance Assessments are conducted iteratively during site characterization to identify issues which should be addressed by the characterization and design activities as well as providing input to regulatory/licensing and programmatic decisions. During fiscal years 1991 and 1992, the first iteration of Total System Performance Assessment (hereafter referred to as TSPA 1991) was completed by Sandia National Laboratories and Pacific Northwest Laboratory. Beginning in fiscal year 1993, the Civilian Radioactive Waste Management System Management and Operating Contractor was assigned the responsibility to plan, coordinate, and contribute to the second iteration of Total System Performance Assessment (hereafter referred to as TSPA 1993). This document presents the objectives, approach, assumptions, input, results, conclusions, and recommendations associated with the Management and Operating Contractor contribution to TSPA 1993. The new information incorporated in TSPA 1993 includes (1) revised estimates of radionuclide solubilities (and their thermal and geochemical dependency), (2) thermal and geochemical dependency of spent fuel waste alteration and glass dissolution rates, (3) new distribution coefficient (k[sub d]) estimates, (4) revised estimates of gas-phase velocities and travel times, and (5) revised hydrologic modeling of the saturated zone which provides updated estimates of the advective flux through the saturated zone.

Book excerpt: As mandated in the Nuclear Waste Policy Act of 1982, the U.S. Department of Energy (DOE) has been investigating a candidate site at Yucca Mountain, Nevada, to determine whether it is suitable for development of the nation's first repository for permanent geologic disposal of spent nuclear fuel (SNF) and high-level radioactive waste (HLW). The Nuclear Waste Policy Amendments Act of 1987 directed that only Yucca Mountain be characterized to evaluate the site's suitability. Three main components of the DOE site characterization program are testing, design, and performance assessment. These program components consist of: Investigation of natural features and processes by analyzing data collected from field tests conducted above and below ground and from laboratory tests of rock, gas, and water samples Design of a repository and waste packages tailored to the site features, supported by laboratory testing of candidate materials for waste packages and design related testing in the underground tunnels where waste would be emplaced Quantitative estimates of the performance of the total repository system, over a range of possible conditions and for different repository configurations, by means of computer modeling techniques that are based on site and materials testing data and accepted principles of physics and chemistry. To date, DOE has completed and documented four major iterations of total system performance assessment (TSPA) for the Yucca Mountain site: TSPA-91 (Barnard et al. 1992), TSPA-93 (Wilson et al. 1994; CRWMS M and O 1994), TSPA-95 (CRWMS M and O 1995), and the Total System Performance Assessment-Viability Assessment (TSPA-VA) (DOE 1998a, Volume 3). Each successive TSPA iteration has advanced the technical understanding of the performance attributes of the natural features and processes and enhanced engineering designs. The next major iteration of TSPA is to be conducted in support of the next major programmatic milestone for the DOE, namely the Site Recommendation (SR). The Total System Performance Assessment-Site Recommendation (TSPA-SR) will present a compliance evaluation of overall system performance against the guidelines and requirements in the revision of the DOE siting guidelines to be promulgated at 10 CFR 963, U.S. Nuclear Regulatory Commission (NRC) regulation for HLW disposal at proposed 10 CFR 63 (the proposed rule has been published at 64 FR 8640), and U.S. Environmental Protection Agency (EPA) environmental radiation protection standard to be promulgated at 40 CFR 197. At present, the NRC has issued the proposed 10 CFR 63 (64 FR 8640) for public comment whereas the EPA standard and the revised DOE siting guidelines are currently being developed. EPA has announced the release of 40 CFR 197 proposed rule on its website (www.epa.gov/radiation/yucca/rule.qui.htm) and the Federal Register announcement (which initiates the 90 day public comment period) is expected by the end of August, 1999. The purpose of this document is to present the overall goals, objectives, scope, methods, approach, and assumptions to be used in the development of the TSPA-SR. This document will serve as a communication tool for coordinating the DOE TSPA activities and for keeping the NRC staff informed of the TSPA activities for the SR.

Book excerpt: Total System Performance Assessment (TSPA) is the use of numerical models representing natural processes to evaluate the future performance of natural and engineered components of the repository system. Future performance, in this context, means performance after the operational period and the emplacement of final seals. The basis for developing a TSPA is data collected during surface-based, underground, and laboratory tests and studies; measurements and interpretations by scientific experts; selected information from documented studies; and information related to the engineered barriers and the repository design. The numerical models are developed based on the laws and principles of chemistry and physics, where possible, augmented by empirical studies where necessary, and represent processes relevant to the system using data from field investigations and laboratory studies. The TSPA is a key component of the License Application being submitted by the US Department of Energy (DOE) to the US Nuclear Regulatory Commission (NRC). The NRC must be able to find, on the basis of DOE's demonstration, that there is reasonable expectation that nuclear waste can be disposed of safely for many thousands of years without posing an unacceptable risk to public health and safety. TSPA results include an evaluation of uncertainties inherent in assessing long-term repository performance. Uncertainties are introduced by spatial and temporal variability in current and future site conditions, and the complexity of the coupled physical and chemical processes operating in a repository over time. Results from computational models are not a precise prediction of the actual performance of a repository. However, although significant uncertainties exist, there will be confidence in the safety of the system if there is a comfortable margin between pessimistically predicted results and the regulatory definitions of safety, plus additional evidence, e.g., natural or other analogues supporting the credibility of the analyses.

Book excerpt: The Yucca Mountain Site Characterization Project is currently evaluating the future performance of the proposed U.S. high-level nuclear waste repository. Using the Total System Performance Assessment (TSPA) model, a stylized analysis was conducted to evaluate the relative importance of natural and engineered barriers to movement of radionuclides from the proposed repository. These stylized ''one-on'' analyses consist of sequentially adding features, components, and processes, associated with the natural and engineered barriers, incorporated within the TSPA model and evaluating the effect of these elements on repository performance, as measured by the total mean annual dose to a reasonably maximally exposed individual. The analyses are ''stylized'' in the sense that they are performed to gain insight only. They are not meant to represent a real physical system in most cases, and in some cases allow the TSPA model to simulate results using parameter ranges outside the normal bounds of the TSPA model. In particular, the analyses provide insight into the relative contributions of repository features and processes in a way that is not possible using the full TSPA performance-assessment model. For example, in the nominal scenario of the TSPA model, the contribution of the natural system is masked by the contribution of the engineered system.
