Book excerpt: The crisis has intensified what was previously a chronic unemployment problem in Europe; youth unemployment is now at unprecedented highs in some European countries. This paper assesses the main drivers of youth unemployment in Europe. It finds that much of the increase in youth unemployment rates during the crisis can be explained by output dynamics and the greater sensitivity of youth unemployment to economic activity than adult unemployment. Labor market institutions also play a significant role in explaining the persistently high levels of youth unemployment, especially the tax wedge, minimum wages relative to the median wage, spending on active labor market policies, the opportunity cost of working (measured by the unemployment benefits), vocational training, and labor market duality. This suggests that policies to address youth unemployment should be comprehensive and country-specific, focused on reviving growth and advancing labor market reforms.

With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. So far, labour markets have actually seen relatively little convergence, and national institutions have remained highly distinct. Against this background, the book provides an encompassing comparative analysis of school-to-work transitions in EU member states. It shows how differences in both European education and training systems, as well as labour market institutions, generated significant variation in the experiences of young people entering European labour markets during the 1990s. This book compiles an integrated series of comparative empirical analyses of education-to-work transitions across the EU by drawing on the European Labour Force Surveys. Individual chapters describe the educational background of young people entering the labour market, address the scope of educational expansion in recent decades, and chart basic structures of transition processes in European labour markets. Chapters not only examine the role of education for successful labour market integration, but also the impact of macroeconomic, structural, and institutional factors on young people's chances of avoiding unemployment and attaining employment in occupations appropriate to their education and training. From these analyses it becomes apparent that the structure of education and training systems is the key institutional factor behind successful youth labour market integration. At the level of intermediate skills, dual systems of training have retained their advantages in terms of reduced youth unemployment. High levels of education still constitute a key asset, for, despite significant educational expansion in recent decades, devaluation trends have been limited. As youth labour markets are found to be particularly responsive to macroeconomic conditions, however, macroeconomic stability turns out to be an equally important predicament to successful youth labour market integration, in particular among those with low levels of education.

In the 90s it can be observed that in most Western countries, the rate of youth unemployment have risen dramatically, in some of these countries the unemployment problem can be considered primarily a problem of refused entry to the labour market for members of the younger generation. This development increases the risk of psychosocial impairment to the individuals affected as well as to the social fabric in general. The present volume draws attention to the health effects of long-term youth unemployment in six European countries. It is based upon the results of an international research project (Youth Unemployment and Social Exclusion: Dimensions, Subjective Experiences, and Innovative Institutional Responses in Six Countries of the EU) (YUSEDER) conducted in the framework of the research programme Targeted Socio-Economic Research (TSER) of the European Commission. Partners with different scientific backgrounds (health psychology, public health research, psychiatry, industrial sociology, medical sociology) from six European countries participated in this project. The contributions in this volume illustrate an initial approach to analysing and comparing empirical evidence on youth unemployment and health from a comparative perspective for three Northern European countries (Sweden, Germany, Belgium) and for three Southern European countries (Spain, Italy, Greece). For each country a specific national report is presented. The comparative section describes and attempts to explain the similarities and dissimilarities between countries having rather diverse historical and social understandings of being in and out of work for young people.
