Book excerpt: The Outcast Majority invites policymakers, practitioners, academics, students, and others to think about three commanding contemporary issues—war, development, and youth—in new ways. The starting point is the following irony: while African youth are demographically dominant, most see themselves as members of an outcast minority. The irony directly informs young people’s lives in war-affected Africa, where differences separating the priorities of youth and those of international agencies are especially prominent. Drawing on interviews with development experts and young people, Marc Sommers shines a light on this gap and offers guidance on how to close it. He begins with a comprehensive consideration of forces that shape and propel the lives of African youth today, particularly those experiencing or emerging from war. They are contrasted with forces that influence and constrain the international development aid enterprise. The book concludes with a framework for making development policies and practices significantly more relevant and effective for youth in areas affected by African wars and other places where vast and vibrant youth populations reside.

In many African societies children are generally held as passive bearers of the demands of adults, regardless of the fact that they are often exposed to a multitude of challenges that originate from the capriciousness of those adults. However, buoyed by international conventions and national legislations that offer them greater protection, and the ubiquitous internet that exposes them to childhood and youth experiences elsewhere, many of them are increasingly becoming assertive in homes, schools, and communities as well as re-invigorating their survival and self-preservation instincts. It is in this regard that this book, through the various chapters, engages with their competencies, skills and creativity to respond to experiential challenges as independent migrants or ones under coercion working in city streets and markets or cocoa farms or juggling work and schooling in pursuit of some education. Confronted with their parents and siblings health predicaments and the inadequacies of state and familial care, or urgent negotiation of their sexualities, they demonstrate incredible resilience. Similarly, their perceptiveness is demonstrated in a unique appreciation of politics and its actors and a capacity to assume responsibilities beyond their chronological age. Thus while highlighting some of the challenges confronting African children, the book provides gripping evidence of how they resiliently negotiate those challenges.

Book excerpt: In working to build a sense of nationhood, Ghana has focused on many social engineering projects, the most meaningful and fascinating of which has been the state's effort to create a national culture through its schools. As Cati Coe reveals in Dilemmas of Culture in African Schools, this effort has created an unusual paradox: while Ghana encourages its educators to teach about local cultural traditions, those traditions are transformed as they are taught in school classrooms. The state version of culture now taught by educators has become objectified and nationalized—vastly different from local traditions. Coe identifies the state's limitations in teaching cultural knowledge and discusses how Ghanaians negotiate the tensions raised by the competing visions of modernity that nationalism and Christianity have created. She reveals how cultural curricula affect authority relations in local social organizations—between teachers and students, between Christians and national elite, and between children and elders—and raises several questions about educational processes, state-society relations, the production of knowledge, and the making of Ghana's citizenry.

Rather than seeing youth as either a social or cultural entity in itself, or as a predefined life-stage, the book argues for an exploration of how youth position themselves and are positioned within generational categories. In studying young people, social scientists must conceptualise youth as both social being and social becoming; a position in movement. It is from the duality of being positioned and seeking oneâ__s own socio-generational position that this book engages in the debate on contemporary African youth. The chapters are based on ethnographic research across the African continent and provide in-depth analyses of the perceptions, positions, possibilities, and practices of diverse groups of young people. However, there is fierce debate on why this should be the case, despite national and international efforts to reverse this situation. While this book does not attempt to answer this question per se, it addresses a largely ignored, but important issue, which might provide some insights into the matter. This issue is the link between culture/tradition and socio-economic development in Africa. By weaving a common thread through these concepts, this book breaks new ground in the discourse on development. It highlights the differences between Euro-centric culture, which is rooted in capitalist ideology and Protestant ethic, and traditional African culture, where concepts such as capital accumulation, entrepreneurial attitudes and material wealth are not of top priority. In East Africa the median age of the population is now a striking 17.5 years, and more than 65 percent of the population is age 24 or under. This situation has attracted growing scholarly attention, resulting in an important and rapidly expanding literature on the position of youth in African societies. While the scholarship examining the contemporary role of youth in African societies is rich and growing, the historical dimension has been largely neglected in the literature thus far. Generations Past seeks to address this gap through a wide-ranging selection of essays that covers an array of youth-related themes in historical perspective. Thirteen chapters explore the historical dimensions of youth in nineteenth-, twentieth-, and twenty-first–century Ugandan, Tanzanian, and Kenyan societies. Key themes running through the book include the analytical utility of youth as a social category; intergenerational relations and the passage of time; youth as a social and political problem; sex and gender roles among East African youth; and youth as historical agents of change. Book excerpt: Based on eleven months of field work (2009-2011), this book analyzes the situation of youth in urban Gulu, Northern Uganda, in the aftermath of the war between the Lord’s Resistance Army and the Ugandan Government (1986-2006). Specifically, it focuses on the generation that was born and grew up during the 20-year war: How do members of this generation perceive and evaluate socio-cultural changes which occurred in Acholi society throughout the war years? How do they imagine their future society? And how do they react to the expectations directed at them by their elders? In order to answer these questions, the book draws on rich ethnographic material. It provides an in-depth analysis of how imaginations of the post-war society are contested and negotiated between different groups of social actors – youth and elders, men and women as well as local, national and international actors. While some try to re-establish former cultural practices and conventions and call for a ‘retraditionalization’ of Acholi society, others lobby for ‘modernization’ and attempt to establish ‘new’ social structures, values and norms which are strongly influenced by local understandings of ‘the Western culture’. The book presents numerous examples of the multiple and complex ways young people strategically position themselves in these debates and make use of the various discourses on culture, tradition and modernity in their negotiations of generational, gender, family, and peer-to-peer relations.
