Book excerpt: Investments in education across countries in Latin America and the Caribbean have transformed the lives of millions of girls and the prospects of their families and societies. Unleashing the full economic potential of women is nevertheless still a curtailed issue in the region: just about half of women are unable to participate in paid work. The majority of the population out of the labor market is women between the ages of 24 and 45. This is the largest share of the available pool of unused human capital countries have, and where mothers of young children are concentrated. This book argues that more and better childcare constitutes a fundamental policy option to improve female outcomes in the labor market, but countries need to pay particular attention to the design and features of such services. First-rate educational programs will be useless if children are not enrolled or do not attend formal education centers. A large program expansion will be wasted if parents cannot enroll their children because they are unable to reach the center, don’t trust its quality, if the program is too expensive, or if work and care schedules are not compatible. Through an integrated framework applied to each country and an overview of the existing evidence, this book addresses the why and what questions about policy relevant instruments to achieve female labor participation. Parts I and II of the book lay out the motivation for Latin-American and Caribbean countries to act depicting their current situation both in terms of women’s labor participation and the use and provision of childcare services. Moreover, this book tackles the how question contributing to the incipient evidence about factors affecting the take-up of programs and demand for childcare services and other informal care arrangements. Part III of the book explores how to improve services and implement more and better formal, center-based care arrangements for young children. It looks at international benchmarks, discusses different experiences and proposes specific actions to solve potential inequalities in access to childcare.

Over the next few decades, the number of children will decline relative to the number of older adults. Population aging is the result of a slow but sustained reduction in mortality rates, given increases in life expectancy and fertility. These trends reflect welcome long-term improvements in welfare and in economic and social development. But this process also entails policy challenges: many public institutions—including education, health, and pension systems and labor market regulations—are designed for a different demographic context and will need to be adapted. When We’re Sixty-Four discusses public policies aimed at overcoming the two main challenges facing Latin American countries concerning the changing demographics. On one hand, older populations demand more fiscal resources for social services, such as health, long-term care, and pensions. On the other, population aging produces shifts in the proportion of the population that is working age, which may affect long-term economic growth. Aging societies risk losing dynamism, being exposed to higher dependency rates, and experiencing lower savings rates. Nonetheless, in the interim, Latin American countries have a demographic opportunity: a temporary decline in dependency rates creates a period in which the share of the working-age population, with its associated saving capacity, is at its highest levels. This constitutes a great opportunity in the short term because the higher savings may result in increases in capital endowment per worker and productivity. For that to happen, it is necessary to generate institutional, financial, and fiscal conditions that promote larger savings and investment, accelerating per capita economic growth in a sustainable way.

This paper considers the theoretical case to be made for investments in early childhood, selectively reviews the literature on the impact of ECD programs in the United States, discusses the evidence from Latin America and the Caribbean, and makes suggestions for future research. The focus is on the relation between outcomes in early childhood and measures of household socioeconomic status, child health, and parenting practices, as well as on the impact of specific policies and programs. The knowledge base on early childhood outcomes is still thin in Latin America and the Caribbean. Book excerpt: The (Human Opportunity Index) HOI calculates how personal circumstances (like birthplace, wealth, race or gender) impact a child's probability of accessing the services that are necessary to succeed in life, like timely education, running water or connection to electricity. It was first published in 2008, applied to Latin America and the Caribbean (LAC). The findings were eye-opening: behind the enormous inequality that characterizes the region's distribution of development outcomes (income, land ownership and educational attainment, among others), there is an even more worrying inequality of development opportunities. It is not only rewards that are unequal; it is also chances. The problem is not just about equality; it is about equity too. The playing field is uneven from the start. This book reports on the status and evolution of human opportunity in LAC. It builds on the 2008 publication in several directions. First, it uses newly-available data to expand the set of opportunities and personal circumstances under analysis. The data is representative of some 200 million children living in 19 countries over the last 15 years. Second, it compares human opportunity in LAC with that of developed countries, among them the US and France, two very different models of social policy. This allows for illuminating exercises in benchmarking and extrapolation. And third, it looks at human opportunity within countries across regions, states and cities. This gives us a preliminary glimpse at the geographic dimension of equity, and at the role that different federal structures play. The overall message that emerges is one of cautious hope. LAC is making progress in opening the doors of development to all. But it still has a long way to go. At the current pace, it would take, on average, a generation for the region to achieve universal access to just the basic services that make for human opportunity. Seen from the viewpoint of equity, even most successful nations lag far behind the developed world. And intra-county regional disparities are large, and barely converging. Fortunately, there is much policy makers can do about it.
