This book seeks to understand regime resilience and breakdown by analysing the public meaning of youth, as well as the physical mobilization of young people. Mobilization carried by young people is a key component in understanding the stabilisation of the authoritarian regime structures in contemporary Russia, but the Russian experience makes only sense if placed in its broader historical context.Three comparative cases, the breakdown of the authoritarian Soviet Union, the breakdown of the democratic Weimar Republic, and the crisis of the democratic regime in France around 1968 highlight how regimes which lacked popular support have compensated for their insufficient legitimacy by trying to mobilize youth symbolically and politically. This book illustrates the symbolic significance of youth and its role in regime crisis by analysing a new data set of newspaper articles with a new method of discourse analysis. The combination of qualitative interpretation and quantitative network analysis enables a deeper and more systematic understanding of discursive structures about youth. Through this methodological innovation the book contributes to the way we define the categories of youth, generation, and crisis. It makes the case that our conceptualisation should reflect the way terms are being used - usages that can be captured in a systematic way with new methods of discourse analysis. Financial crisis has led to an economic crisis of recession and unemployment; an ensuing fiscal crisis over government deficits and austerity has led to a political crisis which threatens to become a democratic crisis. Borne unevenly, the effects of the crisis are exacerbating class and gender inequalities. Rival interpretations – a focus on ‘austerity’ and reduction in welfare spending versus a focus on ‘financial crisis’ and democratic regulation of finance – are used to justify radically diverse policies for the distribution of resources and strategies for economic growth, and contested gender relations lie at the heart of these debates. The future consequences of the crisis depend upon whether there is a deepening of democratic institutions, including in the European Union. Sylvia Walby offers an alternative framework within which to theorize crisis, drawing on complexity science and situating this within the wider field of study of risk, disaster and catastrophe. In doing so, she offers a critique and revision of the social science needed to understand the crisis.

Book excerpt: The armed conflict in Sierra Leone and the extreme violence of the main rebel faction - the Revolutionary United Front (RUF) - have challenged scholars and members of the international community to come up with explanations. Up to this point, though, conclusions about the nature of the war are mainly drawn from accounts of civilian victims and commentators who had access to only one side of the war. The present study addresses this currently incomplete understanding of the conflict by focusing on the direct experiences and interpretations of protagonists, paying special attention to the hitherto neglected, and often underage, cadres of the RUF. The data presented challenges the widely canvassed notion of the Sierra Leone conflict as a war motivated by 'greed, not grievance'. Rather, it points to a rural crisis expressed in terms of unresolved tensions between landowners and marginalized rural youth, further reinforced and triggered by a collapsing patrimonial state.

Book excerpt: The successful development of children and young people requires that we protect and nurture a set of interrelated physiological, cognitive, and socio-emotional systems. What happens to these systems in early life can have long-term consequences and can even carry over to the next generation. The impact of economic crises on human development is similarly complex and heterogeneous. Some families and some young people display astonishing resilience – either by being comparatively unscathed by crises or by their ability to recover quickly and healthily. Other families and individuals may be unable to prevent exposure, unable to protect themselves, or may not have the same capacity to adapt positively when exposed to a crisis, with potentially serious long-term consequences for healthy development. Human development lies at the intersections of neurology and sociology, genetics and psychology, biology and economics; and this volume approaches the study of shocks and human development from a variety of disciplinary perspectives: economics, sociology, anthropology, and social and developmental psychology. This volume describes the impact of aggregate shocks on human development, and the subtle and intricate settings and pathways through which individuals can be affected. Depending on the timing, duration, transmission mechanisms, and context, the consequences for children's physical, cognitive, and socio-emotional development may be costly and irreversible. Fortunately, although children suffer in adversity, they can also benefit positively when exposed to enriching environments. We need to develop and implement effective interventions to prevent the worst consequences of exposure to shocks, and to assist families and young people to recover. This volume explores what we know about protecting young people from lasting harm and promoting healthy development through a crisis. This volume is intended for policymakers, civil society, and others engaged in promoting and protecting human development and in designing and implementing safety nets during crisis. This is a novel approach as it incorporates the experiences from such diverse disciplines to provide a comprehensive understanding of the complex interactions that define human development.

Currently, sixty-five percent of the population continue to live under the poverty level thus facilitating participation in crime and corruption to survive economically. Following initial independence from the Soviet Union separatist and nationalistic movements, resulting in the secession of several regions and the creation of hundreds of thousands of internally displaced Georgians. Georgia’s post-soviet history included violent political purges, including inter-political party violence, bomb attacks, and murders. Official corruption remains problematic and includes individuals at all levels of government. This exploratory narrative analysis of media coverage of crime, corruption, and politics in post-Soviet Georgia illuminates the early development of a free press while reflecting Georgian attitudes about politics and corruption. The analysis includes preelection newspaper coverage of the November 2003 parliamentary poll beginning in late August 2003, the Rose Revolution in November 2003, resulting in the resignation of President Eduard Shevardnadze, and the socio-economic and socio-political events preceding and following the election of new President Mikhail Saakashvili from January 2004 through the end of March 2004.

Book excerpt: Using previously classified documents and original interviews, The Other Alliance examines the channels of cooperation between American and West German student movements throughout the 1960s and early 1970s, and the reactions these relationships provoked from the U.S. government. Revising the standard narratives of American and West German social mobilization, Martin Klimke demonstrates the strong transnational connections between New Left groups on both sides of the Atlantic. Klimke shows that the cold war partnership of the American and German governments was mirrored by a coalition of rebelling counterelites, whose common political origins and opposition to the Vietnam War played a vital role in generating dissent in the United States and Europe. American protest techniques such as the "sit-in" or "teach-in" became crucial components of the main organization driving student activism in West Germany--the German Socialist Student League--and motivated American and German student activists to construct networks against global imperialism. Klimke traces the impact that Black Power and Germany's unresolved National Socialist past had on the German student movement; he investigates how U.S. government agencies, such as the State Department's Interagency Youth Committee, advised American policymakers on confrontations with student unrest abroad; and he highlights the challenges student protesters posed to cold war alliances. Exploring the catalysts of cross-pollination between student protest movements on two continents, The Other Alliance is a pioneering work of transnational history.

It pays attention to how both formal education and broader culture communicate ideas about the past, and how young people respond to these ideas. The studies collected in this volume show that such ideas about the past are central to the formation of the group identities of nations, social movements, or religious groups. Young people express received historical narratives in new, potentially subversive, ways. As young people tend to be more mobile and ready to interrogate their own roots than later generations, they selectively privilege certain aspects of their identities and their identification with their family or nation while neglecting others. This collection aims to correct the popular misperception that young people are indifferent towards history and prove instead that historical narratives are constitutive to their individual identities and their sense of belonging to something broader than themselves.

Young people were courted more assiduously than any other group in the society and their political socialization became a central concern of the government. Believe, Obey, Fight discusses the various tools used by the Fascist regime from 1922 to 1943 to shape the political values and environment of the young. Tracy Koon focuses on the secondary agents of socialization, including the party, the educational establishment, youth groups, and the media of political communication. She shows that the response to this socialization ranged from apparent consent to dissent and finally to open opposition. The regime employed several methods to produce consensus among the young. Koon's analysis begins with a discussion of the rhetorical style of Mussolini's message and the key political myths manipulated by his propaganda machine: fascism as continuing revolution and social justice, the glories of ancient Rome, the hygienic function of war and violence, the religious spirit of the new creed, and the omniscience of the leader. She then describes the pre-Fascist educational system, the "most Fascist" Gentile reforms of 1923, and the later revision of those reforms by zealous party men engaged in the Fascist regimentation of teachers and students and the militarization and politicization of curricula and textbooks. Equally important agents of socialization were the Fascist groups organized for young people from their earliest years through the university level, including the annual national competitions and forums in which members could express their ideas on a range of issues. The regime provided physical, military, sports, and political training to strengthen the new Fascist society. Fascist socialization did for a time create a superficial consensus by appealing to both the love of conformity that marks the very young and the economic fears that caused students to conform in the hope of jobs. But Koon argues that the regime's attempt to exert totalitarian control over the young deprived them of personal identity. As time passed, the contradictions of the regime became clearer, the chasm between Fascist rhetoric and reality more obvious. In the end, the majority of young people came to believe that the regime had given them nothing to believe in, no one to obey, and nothing for which to fight. Originally published in 1985. Moving from the macro comparative analysis of long-term socio-demographic trends to the study of specific welfare programs, the chapters included in this book employ a variety of methods and approaches to review the specificities of the Mediterranean Welfare model. All chapters aim to analyze the role that the recent transformations experienced by Southern European societies (ageing, increasing women labour market participation, decreasing expectations for care within the family, immigration) have had over this model. The basic characteristics of this regime type are supposed to be strongly grounded in the values shared by these societies (familistic tendencies, clientelism, lack of generalized trust), but the modernization which these countries experienced in recent years have contributed, with a different speed and to a different degree, to a significant transformation in their axiological foundations. The impact of the current fiscal and economic crisis on the Mediterranean Welfare regimes may be contributing to the growing de-legitimatisation of political systems of these countries, something particularly important in a region that established democratic regimes only (relatively) recently.
