This book seeks to understand regime resilience and breakdown by analysing the public meaning of youth, as well as the physical mobilization of young people. Mobilization carried by young people is a key component in understanding the stabilisation of the authoritarian regime structures in contemporary Russia, but the Russian experience makes only sense if placed in its broader historical context.Three comparative cases, the breakdown of the authoritarian Soviet Union, the breakdown of the democratic Weimar Republic, and the crisis of the democratic regime in France around 1968 highlight how regimes which lacked popular support have compensated for their insufficient legitimacy by trying to mobilize youth symbolically and politically. This book illustrates the symbolic significance of youth and its role in regime crisis by analysing a new data set of newspaper articles with a new method of discourse analysis. The combination of qualitative interpretation and quantitative network analysis enables a deeper and more systematic understanding of discursive structures about youth. Through this methodological innovation the book contributes to the way we define the categories of youth, generation, and crisis. It makes the case that our conceptualisation should reflect the way terms are being used - usages that can be captured in a systematic way with new methods of discourse analysis. Currently, sixty-five percent of the population continue to live under the poverty level thus facilitating participation in crime and corruption to survive economically. Following initial independence from the Soviet Union separatist and nationalistic movements, resulting in the secession of several regions and the creation of hundreds of thousands of internally displaced Georgians. Georgia’s post-soviet history included violent political purges, including inter-political party violence, bomb attacks, and murders. Official corruption remains problematic and includes individuals at all levels of government. This exploratory narrative analysis of media coverage of crime, corruption, and politics in post-Soviet Georgia illuminates the early development of a free press while reflecting Georgian attitudes about politics and corruption. The analysis includes preelection newspaper coverage of the November 2003 parliamentary poll beginning in late August 2003, the Rose Revolution in November 2003, resulting in the resignation of President Eduard Shevardnadze, and the socio-economic and socio-political events preceding and following the election of new President Mikhail Saakashvili from January 2004 through the end of March 2004.

It pays attention to how both formal education and broader culture communicate ideas about the past, and how young people respond to these ideas. The studies collected in this volume show that such ideas about the past are central to the formation of the group identities of nations, social movements, or religious groups. Young people express received historical narratives in new, potentially subversive, ways. As young people tend to be more mobile and ready to interrogate their own roots than later generations, they selectively privilege certain aspects of their identities and their identification with their family or nation while neglecting others. This collection aims to correct the popular misperception that young people are indifferent towards history and prove instead that historical narratives are constitutive to their individual identities and their sense of belonging to something broader than themselves.

Book excerpt: The successful development of children and young people requires that we protect and nurture a set of interrelated physiological, cognitive, and socio-emotional systems. What happens to these systems in early life can have long-term consequences and can even carry over to the next generation. The impact of economic crises on human development is similarly complex and heterogeneous. Some families and some young people display astonishing resilience – either by being comparatively unscathed by crises or by their ability to recover quickly and healthily. Other families and individuals may be unable to prevent exposure, unable to protect themselves, or may not have the same capacity to adapt positively when exposed to a crisis, with potentially serious long-term consequences for healthy development. Human development lies at the intersections of neurology and sociology, genetics and psychology, biology and economics; and this volume approaches the study of shocks and human development from a variety of disciplinary perspectives: economics, sociology, anthropology, and social and developmental psychology. This volume describes the impact of aggregate shocks on human development, and the subtle and intricate settings and pathways through which individuals can be affected. Depending on the timing, duration, transmission mechanisms, and context, the consequences for children's physical, cognitive, and socio-emotional development may be costly and irreversible. Fortunately, although children suffer in adversity, they can also benefit positively when exposed to enriching environments. We need to develop and implement effective interventions to prevent the worst consequences of exposure to shocks, and to assist families and young people to recover. This volume explores what we know about protecting young people from lasting harm and promoting healthy development through a crisis. This volume is intended for policymakers, civil society, and others engaged in promoting and protecting human development and in designing and implementing safety nets during crisis. This is a novel approach as it incorporates the experiences from such diverse disciplines to provide a comprehensive understanding of the complex interactions that define human development.

Young people were courted more assiduously than any other group in the society and their political socialization became a central concern of the government. Believe, Obey, Fight discusses the various tools used by the Fascist regime from 1922 to 1943 to shape the political values and environment of the young. Tracy Koon focuses on the secondary agents of socialization, including the party, the educational establishment, youth groups, and the media of political communication. She shows that the response to this socialization ranged from apparent consent to dissent and finally to open opposition. The regime employed several methods to produce consensus among the young. Koon's analysis begins with a discussion of the rhetorical style of Mussolini's message and the key political myths manipulated by his propaganda machine: fascism as continuing revolution and social justice, the glories of ancient Rome, the hygienic function of war and violence, the religious spirit of the new creed, and the omniscience of the leader. She then describes the pre-Fascist educational system, the "most Fascist" Gentile reforms of 1923, and the later revision of those reforms by zealous party men engaged in the Fascist regimentation of teachers and students and the militarization and politicization of curricula and textbooks. Equally important agents of socialization were the Fascist groups organized for young people from their earliest years through the university level, including the annual national competitions and forums in which members could express their ideas on a range of issues. The regime provided physical, military, sports, and political training to strengthen the new Fascist society. Fascist socialization did for a time create a superficial consensus by appealing to both the love of conformity that marks the very young and the economic fears that caused students to conform in the hope of jobs. But Koon argues that the regime's attempt to exert totalitarian control over the young deprived them of personal identity. As time passed, the contradictions of the regime became clearer, the chasm between Fascist rhetoric and reality more obvious. In the end, the majority of young people came to believe that the regime had given them nothing to believe in, no one to obey, and nothing for which to fight. Originally published in 1985. Moving from the macro comparative analysis of long-term socio-demographic trends to the study of specific welfare programs, the chapters included in this book employ a variety of methods and approaches to review the specificities of the Mediterranean Welfare model. All chapters aim to analyze the role that the recent transformations experienced by Southern European societies (ageing, increasing women labour market participation, decreasing expectations for care within the family, immigration) have had over this model. The basic characteristics of this regime type are supposed to be strongly grounded in the values shared by these societies (familistic tendencies, clientelism, lack of generalized trust), but the modernization which these countries experienced in recent years have contributed, with a different speed and to a different degree, to a significant transformation in their axiological foundations. The impact of the current fiscal and economic crisis on the Mediterranean Welfare regimes may be contributing to the growing de-legitimatisation of political systems of these countries, something particularly important in a region that established democratic regimes only (relatively) recently. Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3½-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Book excerpt: Why do some authoritarian regimes topple during financial crises, while others steer through financial crises relatively unscathed? In this book, Thomas B. Pepinsky uses the experiences of Indonesia and Malaysia and the analytical tools of open economy macroeconomics to answer this question. Focusing on the economic interests of authoritarian regimes' supporters, Pepinsky shows that differences in cross-border asset specificity produce dramatically different outcomes in regimes facing financial crises. When asset specificity divides supporters, as in Indonesia, they desire mutually incompatible adjustment policies, yielding incoherent adjustment policy followed by regime collapse. When coalitions are not divided by asset specificity, as in Malaysia, regimes adopt radical adjustment measures that enable them to survive financial crises. Combining rich qualitative evidence from Southeast Asia with cross-national time-series data and comparative case studies of Latin American autocracies, Pepinsky reveals the power of coalitions and capital mobility to explain how financial crises produce regime change.
