Book Training for Employment

Download or read book Training for Employment written by International Labour Office and published by International Labour Organization. This book was released on 2000 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines the human resources development and training dimensions of the gradual, but inexorable, shift towards knowledge-, skill-, and service-based economies and societies, and the stupendous growth of the information and communications technology sectors. It offers the following four conclusions: (1) all countries will feel the impact of these changes; (2) older, more mature economies with skilled workers may resist change and suffer from a mismatch between skills and needs, and so need to stress education and training and make them more widely available in order to maintain employability and productivity over a lifetime; (3) in developing countries, more workers need to be educated so that they are not forced into unemployment, and young workers are most likely to benefit from training programs undertaken in a well-established institutional context; and (4) in all countries, major structural reforms are needed to adapt training continuously to the changing nature and dynamics of labor markets and to improve access to training for everybody throughout life. The report raises points for discussion of the role of human resources development in all types of economies.--Publisher's description.

Book Jobs for Young People

Download or read book Jobs for Young People written by and published by Commonwealth Secretariat. This book was released on 1987 with total page 156 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'We must conclude by warning that the severity of youth employment problems today pales to insignificance beside those which could be face in the future... in developing countries. These countries face a pattern of escalating proportions. Their youth population is projected... to rise by more than 125 million (over 16 per cent) by the end of the century. In Africa... the youth population could triple over the next forty years. The population increase in urban areas might be even more dramatic since the natural increase could continue to be augmented by rural-urban migration. By 2000, half the youth of developing countries could live in cities... There will be a massive increase too in the number of educated youth. School enrolment in developing countries is spreading fast despite severe resource constraints. The prospects are, in one sense, alarming. But, looking to the future, the energies and economic potential of youth should be seen positively as a potential dynamic element in growing economies rather than merely as a 'problem'. If societies are willing to invest in youth it will repay that investment many times over.' - From the Report.'Unemployment involves wasted resources, but it is also a wider human problem. The loss is not just economic. Youth is a period of transition from childhood to adulthood, of energy and of willingness to learn and serve. With work, this can be directed towards a common benefit; without work, it is dissipated or even channelled into anti-social behaviour.' - From the Foreword by the Commonwealth Secretary-General.

Book The Right Skills for the Job

Download or read book The Right Skills for the Job written by Rita Almeida and published by World Bank Publications. This book was released on 2012-07-19 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the question of how to build and upgrade job relevant skills. Specifically, the authors focus on three types of training programs relevant for individuals who are leaving formal general schooling or are already in the labor market: pre-employment technical and vocational education and training (TVET); on-the-job training (OJT); and training-related active labor market programs (ALMPs). ALMPs are usually of shorter duration and target individuals who are seeking a second chance and who do not have access to TVET or OJT; these are often low-skilled unemployed or informal workers. Contrary to training-related ALMPs, pre-employment TVET is usually offered within the formal schooling track and tends to be administered by the ministries of education. The book discusses the main justifications for these programs and how they relate to market failures that can lead to underinvestment in training and misalignment between supply and demand for skills. Unfortunately, governments are also prone to failure and many of the programs that countries have adopted today are part of the problem and not the solution. This book proposes options to improve the design and implementation of current skills development systems. Clearly, the authors cannot cover all issues in detail. Training methods among TVET, OJT, and ALMP programs are quite different, ranging from classroom instruction, laboratory research, TVET workshops, and apprenticeship arrangements and internships in firms. All have different challenges and specificities. The report highlights the most important design features of the different programs and points to the main knowledge gaps and areas for future research and analysis. The book is organized into five chapters. Following this overview, chapter two introduces the policy framework that guides the analysis in the book. This framework describes the main market and government failures that require attention and identifies potential interventions to address them. Chapter's three to five then discuss the main challenges facing, respectively, TVET, OJT, and training-related ALMP programs and outlines recommendations to address them. The rest of this overview summarizes the main messages from each of the chapters and in the last section outlines the main knowledge gaps and proposes an agenda for future research and policy analysis.

Book Youth Employment and Joblessness in Advanced Countries

Download or read book Youth Employment and Joblessness in Advanced Countries written by David G. Blanchflower and published by University of Chicago Press. This book was released on 2007-12-01 with total page 494 pages. Available in PDF, EPUB and Kindle. Book excerpt: The economic status of young people has declined significantly over the past two decades, despite a variety of programs designed to aid new workers in the transition from the classroom to the job market. This ongoing problem has proved difficult to explain. Drawing on comparative data from Canada, Germany, France, Sweden, and the United Kingdom, these papers go beyond examining only employment and wages and explore the effects of family background, education and training, social expectations, and crime on youth employment. This volume brings together key studies, providing detailed analyses of the difficult economic situation plaguing young workers. Why have demographic changes and additional schooling failed to resolve youth unemployment? How effective have those economic policies been which aimed to improve the labor skills and marketability of young people? And how have youths themselves responded to the deteriorating job market confronting them? These questions form the empirical and organizational bases upon which these studies are founded.

Book Youth Employment Programs in Ghana

Download or read book Youth Employment Programs in Ghana written by Christabel Dadzie and published by World Bank Publications. This book was released on 2020-09-04 with total page 83 pages. Available in PDF, EPUB and Kindle. Book excerpt: Unemployment and underemployment are global development challenges. The situation in Ghana is no different. In 2016, it was projected that, given the country’s growing youth population, 300,000 new jobs would need to be created each year to absorb the increasing numbers of unemployed young people. Yet the employment structure of the Ghanaian economy has not changed much from several decades ago. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. An additional challenge for Ghana is the need to create access to an adequate number of high-quality, productive jobs. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended. The report posits interventions in five priority areas that are not new but could potentially make an impact through scaling up: (1) agriculture and agribusiness, (2) apprenticeship (skills training), (3) entrepreneurship, (4) high-yielding areas (renewable energy†“solar, construction, tourism, sports, and green jobs), and (5) preemployment support services. Finally, with the fast-changing nature of work due to technology and artificial intelligence, Ghana needs to develop an education and training system that is versatile and helps young people to adapt and thrive in the twenty-first century world of work.
