The first theme is the strong growth performance of the non-oil economy. This success has been marked by sharp increases in agriculture, trade, and construction and by the emergence of new industries in the financial, telecommunications, and entertainment sectors, supported by sound macroeconomic policies and structural reforms. The second, opposing theme is the seeming failure of Nigeria s much improved economic performance to reduce unemployment, especially among the young. Rising levels of unemployment have increased militancy among the young and impacted negatively on public order. 'Putting Nigeria to Work: A Strategy for Employment and Growth' looks at the ways in which Nigeria s improved economic performance has impacted the labor market. A number of relevant factors are carefully examined and analyzed, including industrial policy and the investment environment, the effects of restrictive trade policies on growth, and the ability of the technical and vocational education system to address the country s skills gap. The book proposes a strategy that will allow Nigeria to increase the availability of quality jobs, reduce rising youth unemployment, and sustain and further accelerate the country s economic performance and growth. At the core of this strategy are targeted interventions aimed at removing binding constraints to growth in sectors of the economy that are already growing fast, but have the potential to grow faster and have significant employment-creating potential.

Recent estimates from the International Labour Organisation (ILO) (2013a) suggest that high and rising unemployment rates among youth remain a key challenge to global development, especially in the developing world. This is particularly important in sub-Saharan Africa where about 85 percent of youth (defined by the ILO as all those between the ages of 15 and 24 years) are poor, 70 percent live in rural areas where agriculture is the main source for their income and subsistence, and 11 million youth are expected to enter the labor market every year for the next decade (World Bank 2014). These characteristics of youth in sub-Saharan Africa justify the centrality of the nexus between youth employment and agriculture in formulating development policy on the continent. At the same time, youth unemployment is currently one of the issues receiving attention at the top of the global development agenda.

The debate on youth unemployment globally -- and specifically in Africa -- hinges also on the differential pattern of structural change of economies, which works against the creation of “good” jobs. Although the proportion of unemployed youth in Nigeria has decreased in recent years, the percentage remains high. One recent government effort, the rather ambitious Agricultural Transformation Agenda, was geared (among other things) to promoting employment opportunities for youth in the agricultural sector. The youth employment issue is an important part of the current agricultural policy agenda of the new Federal Government of Nigeria. Against this background, the paper presents a comprehensive national and sectoral growth analysis of youth labor and employment trends in Nigeria, with a particular focus on agriculture and the rural nonfarm economy. It provides insights into the drivers of youth unemployment and underemployment, and discusses the prospects for job creation for youth in the agricultural and the rural non-farm sectors. The paper concludes with a discussion of prospects and policies for enhancing youth employment in the Nigerian agricultural sector, of particular interest to policymakers in Nigeria but also to those interested in youth unemployment in the developing world.

Among others, it was recommended to incorporate entrepreneurship in our school curriculum where vocational subjects would become compulsory right from Upper Basic Education level through tertiary education level to train, prepare, and develop the economic mindset of the younger generations and decrease the high level of unemployment.

With the increasing turnout of graduates yearly from Tertiary Institutions, many graduates have remained unemployed and underemployed for a long period. This, no doubt, does not only affect national development but also continue to militate against the quality of education in Nigeria. This study is carried out to examine the effects of unemployment on the quality of education in Nigeria. It investigates the impact of unemployment on the attitude, perception and disposition of students towards education; how this attitude and perception affect the productivity of students and its overall impact on the quality of education. A self-structured questionnaire was used to elicit information from 105 respondents randomly selected from corps members, graduates, undergraduates, primary school teachers, secondary school teachers and college of Education lecturers from Ikere Local Government Area of Ekiti state. The study revealed that unemployment has discouraged majority of the students to be serious with academic activities which hinders their creative imagination and enhances criminal activities in schools. Most students are crazy to have certificates they cannot defend. This study, therefore, recommends the need to reposition education towards developing the creative skills of students and re-orientation of students on the essence of education as a means of widening their horizon so that they can make use of opportunities around rather than expecting automatic ticket to white collar jobs which are not readily available.

In 2016, it was projected that, given the country’s growing youth population, 300,000 new jobs would need to be created each year to absorb the increasing numbers of unemployed young people. Yet the employment structure of the Ghanaian economy has not changed much from several decades ago. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. An additional challenge for Ghana is the need to create access to an adequate number of high-quality, productive jobs. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended. The report posits interventions in five priority areas that are not new but could potentially make an impact through scaling up: (1) agriculture and agribusiness, (2) apprenticeship (skills training), (3) entrepreneurship, (4) high-yielding areas (renewable energy†“solar, construction, tourism, sports, and green jobs), and (5) preemployment support services. Finally, with the fast-changing nature of work due to technology and artificial intelligence, Ghana needs to develop an education and training system that is versatile and helps young people to adapt and thrive in the twenty-first century world of work.

Book excerpt: Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.
