Book excerpt: This open access book presents findings from 15 European countries participating in the second cycle of the IEA International Civic and Citizenship Education Study (ICCS 2016). The study investigates the ways in which young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. It responds to new and persisting challenges in the area of civic and citizenship education. The main results presented in this book are based on data collected using a European student questionnaire and provide insights into lower-secondary students’ views on European identity (such as whether they identify as European, or have opportunities to learn about Europe in school), perceptions of freedom of movement and immigration (such as attitudes toward immigration, restriction of freedom of movement, and the freedom of European citizens to live and work across Europe), and perceptions of Europe and its future (such as views on European cooperation, expectations regarding Europe’s future, and attitudes toward the European Union). For the 12 countries that participated in the previous cycle (ICCS 2009), ICCS 2016 reveals changes in young people’s perceptions of immigration and European identity between 2009 and 2016. Test and questionnaire data from the international core study are used to review the extent to which region-specific perceptions are related to other factors, such as students’ level of civic knowledge and social or educational contexts.

ICCS 2016 is the second cycle of a study initiated in 2009. This report from ICCS focuses on data collected in the 15 countries that participated in the study's 2016 European regional questionnaire. It reveals lower secondary school students' views on European identity, their perceptions of freedom of movement and immigration, and their opinions of Europe and its future. It also, for the 12 European countries that participated in both ICCS 2009 and ICCS 2016, looks at changes across this time period, in young people's perceptions of immigration and European identity. Comparison with the complete international study will enable readers to review the extent to which region-specific perceptions are related to other factors, such as students' level of civic knowledge and social or educational contexts. Over the past 50 years, the IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. The association conducted its first survey of civic education in 1971. The reliable comparative data collected by ICCS 2016 will allow education systems to evaluate the strengths of educational policies, both internationally and within a regional context, and to measure their progress toward achieving critical components of the United Nations' 2030 agenda for sustainable development.

The IEA International Civic and Citizenship Study (ICCS) investigates how young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2022 is a continuation of two earlier IEA studies, ICCS 2009 and ICCS 2016, and, for the first time, this survey includes the option of a computer-based assessment. Responding to enduring and emerging challenges of educating young people in a world where contexts of democracy and civic participation continue to change, the study addresses issues related to young people’s engagement through digital technologies, migration and diversity, perceptions of the political system, global citizenship, and education for sustainable development. Over the past 50 years, IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. Prior to ICCS 2022, IEA conducted four international comparative studies of civic and citizenship education, with a first survey implemented in 1971, a second one in 1999, third in 2009 and fourth in 2016. ICCS 2022 data will allow education systems to evaluate the strengths of educational policies, both internationally, and in a regional context, and to measure progress in achieving critical components of their educational policy agendas.

Book excerpt: This open access report presents findings from the five Latin American countries that participated in the second cycle of the IEA International Civic and Citizenship Education Study (ICCS 2016). ICCS 2016 investigated the ways in which a range of countries are preparing their young people to undertake their roles as citizens during the second decade of the 21st century. The study also responded to new challenges in civic and citizenship education, and its findings allow robust comparisons of lower-secondary students’ attitudes to and perceptions of a wide range of aspects related to civics and citizenship. The results presented in this report come mainly from data collected via a regional Latin American student questionnaire. The findings provide insights into Latin American lower-secondary students’ thoughts on government practices (e.g., corruption and authoritarian government), their attitudes toward peaceful coexistence (e.g., use of violence, disobedience to the law, empathy), and their perceptions of diversity in society (e.g., tolerance of and discrimination against minorities and homosexuals). Four of the five participating Latin American countries also participated in the previous cycle of this study (ICCS 2009), making it possible to explore changes in young people’s civic-related perceptions and attitudes between 2009 and 2016. Data from the international part of the study (test and questionnaire) were used to review the extent to which region-specific perceptions relate to other factors such as students’ level of civic knowledge and students’ socioeconomic and educational contexts.

Book excerpt: Two decades have now passed since the revolutions of 1989 swept through Eastern Europe and precipitated the collapse of state socialism across the region, engendering a period of massive social, economic and political transformation. This book explores the ways in which young people growing up in post-socialist Eastern Europe and the former Soviet Union negotiate a range of identities and transitions in their personal lives against a backdrop of thoroughgoing transformation in their societies. Drawing upon original empirical research in a range of countries, the book's contributors explore the various freedoms and insecurities that have accompanied neo-liberal transformation in post-socialist countries - in spheres as diverse as consumption, migration, political participation, volunteering, employment and family formation - and examine the ways in which they have begun to re-shape different aspects of young people's lives. In addition, while 'social change' is a central theme of the issue, all of the chapters in the collection indicate that the new opportunities and risks faced by young people continue both to underpin and to be shaped by familiar social and spatial divisions, not only within and between the countries addressed, but also between 'East' and 'West'. The IEA International Civic and Citizenship Education Study (ICCS), first conducted in 2009, was followed by a second cycle in 2016. The project was linked to the earlier IEA Civic Education Study (CIVED 1999, 2000). IEA’s ICCS remains the only large-scale international study dedicated to formal and informal civic and citizenship education in school. It continues to make substantial contributions to understanding the nature of the acquired civic knowledge, attitudes, and participatory skills. It also discusses in-depth how a wide range of countries prepare their young people for citizenship in changing political, social, and economic circumstances. The next cycle of ICCS is planned for 2022. In this book, more than 20 national representatives and international scholars from Europe, Latin America, Asia, and North America assess how the processes and findings of the 2009 and 2016 cycles of ICCS and CIVED 1999/2000 have been used to improve nations’ understanding of their students’ civic knowledge, beliefs, attitudes, current civic-related behaviors, and intentions for future participation in a comparative context. There are also chapters summarizing the secondary analysis of those studies’ results indicating their usefulness for educational improvement and reflecting on policy issues. The analyses and reflections in this book provide timely insight into international educational discourse, policy, practice, and research in an area of education that is becoming increasingly important for many societies.

An international group of scholars critically address the state of civic and citizenship education in the four Nordic countries that participated in the IEA International Civic and Citizenship Education Study (ICCS) in 2009 and 2016. The findings are of particular relevance to educators at all levels, from school education through to teacher education. Nordic countries have long traditions of democracy and their students have performed relatively well in the ICCS assessments. Nonetheless, citizenship education continues to evolve and has received increasing attention in recent educational reforms, indicating policymakers understanding that schools play an important role in establishing democratic values among future citizens. Data from ICCS can be used to analyze, discuss, and reflect on the status of civic and citizenship education and can contribute to the discourse on the potential role of education in contributing to sustainable democracies for a common future. However, teaching citizenship and learning democracy are two different things. While young people can be taught about democracy in school, it is vital that schools work together with the wider community in which youth operate to strengthen civic understanding and values for all young people regardless of their social and economic background.

Book excerpt: Structure and Agency in Young People’s Lives brings together different takes on the possible combinations of agency and structure in the life course, thus rejecting the notion that young individuals are the single masters of their lives, but also the view that their social destinies are completely out of their hands. ‘How did I get here?’ This is a question young people have always asked themselves and is often asked by youth researchers. There is no easy and single answer. The lives that are told, on one hand, and their interpretation, on the other, may have the underlying idea of 'own doing' or the idea of 'social determinism' or, more accurately and frequently, a combination of the two. This collection constitutes a comprehensive map on how to make sense of youth’s biographies and trajectories, it questions and reshapes the discussion on the role and responsibility of youth studies in the understanding of how people juggle opportunities and constraints, and contributes to escaping what Furlong and Cartmel identified as the "epistemological fallacy of late modernity", in which young people find themselves responsible for collective failures or inevitabilities.
