At a first glance he seemed to have the air of an imperative, eager, aggressive person; but that impression was modified when by any accident you met his eyes, which were nervous, shrinking, and uncertain. Walking in the street, he rarely saw any one perhaps he was too pre occupied with public affairs; perhaps he was sensitively afraid of not being able to recognize half-remembered faces.
