Book excerpt: In this first full-scale ethnographic study of Yemeni tribal poetry, Steven Caton reveals an astonishingly rich folkloric system where poetry is both a creation of art and a political and social act. Almost always spoken or chanted, Yemeni tribal poetry is cast in an idiom considered colloquial and "ungrammatical," yet admired for its wit and spontaneity. In Yemeni society, the poet has power over people. By eloquence the poet can stir or, if his poetic talents are truly outstanding, motivate an audience to do his bidding. Yemeni tribesmen think, in fact, that poetry's transformative effect is too essential not to use for pressing public issues. Drawing on his three years of field research in North Yemen, Caton illustrates the significance of poetry in Yemeni society by analyzing three verse genres and their use in weddings, war mediations, and political discourse on the state. Moreover, Caton provides the first anthropology of poetics. Challenging Western cultural assumptions that political poetry can rarely rise above doggerel, Caton develops a model of poetry as cultural practice. To compose a poem is to construct oneself as a peacemaker, as a warrior, as a Muslim. Thus the poet engages in constitutive social practice. Because of its highly interdisciplinary approach, this book will interest a wide range of readers including anthropologists, linguists, folklorists, literary critics, and scholars of Middle Eastern society, language, and culture.

However, because this substance is so interwoven into the fabric of society and culture, it is also necessarily about Yemen itself. The history and culture of South Arabia are still relatively unknown to the rest of the world, and the drug qat, so widely used there, is equally unknown. Thus, the material we present here should be of interest to all of those concerned with drug use, those who wish to understand more about Yemen and the Middle East, and to the Yemenis themselves. Another purpose is to develop some general understandings about sub stance uses and their effects which are less clouded by the mass hysteria and political considerations which often obscure drug issues in our own society. Examination of drug-use patterns in a country where millions of people are users on a regular basis, and where there has been familiarity with the drug for several hundred years, offers an opportunity to achieve perspectives not possible in countries with different attitudes and without such histories. I am not sanguine about the prospects of our abilities to learn from others or from the past, but I do not think we should abandon hope of doing so.

Book excerpt: This book aims to determine UNESCO's capability to facilitate heritage protection measures pre-conflict, emergency response measures during conflict and reconstruction efforts post-conflict. The book employs document analysis to ascertain UNESCO's legal obligations when it comes to facilitating cultural heritage protection in its Member States' territories in the condition of armed conflict, while drawing comparisons with the reality of the organisation's presence and involvement in Yemen, Syria and Iraq. This study maps shifts in UNESCO's level of communication with each country's respective government and civil authorities; allocation of financial, human and material resources; and implementation of heritage safeguarding and reconstruction initiatives. Both quantitative and qualitative data shows UNESCO to exhibit great inequity in engagement, at times, closing communications entirely with Syria, due to the political standpoints of other UNESCO Member States. This political gridlock is often shown to result in the organisation overstating its ability to safeguard or restore heritage, with promises not being followed up with action. Since 2015, UNESCO has expressed a stronger intent to be a key player in heritage protection during armed conflict, however as long as cultural heritage protection is not considered a humanitarian concern, UNESCO will not be able to circumvent much of the political and bureaucratic barriers facing intergovernmental organisations during conflict, which prevent emergency action from being implemented. In order to ensure heritage safeguarding is permitted during periods of significant unrest, regardless of political discord, it is crucial that UNESCO promote a people-centred approach to its cultural heritage protection initiatives. This book evidences that focusing on livelihoods and meaningful and practical connections between populations and their local heritage to be UNESCO's optimal methodological approach for justifying cultural heritage protection as a humanitarian necessity. The book's readership includes academics, researchers, and practitioners in the fields of political science, law and heritage studies.
