Book excerpt: This report shares an analysis of the effects of natural and man-made shocks in Yemen’s agri-food system. It analyses the results of a field assessment conducted from November 2020 to February 2021 . The Food and Agriculture Organization of the United Nations (FAO) is implementing a project to contribute to data collection and analysis linked to shocks affecting agricultural livelihoods and food security, in order to inform evidence-based programming in selected countries. The objective is to assess the effects of these shocks on the agri-food system, which includes crops, livestock and fishing, food supply, livelihoods and food security of rural populations. Information is collected from primary sources of the production process: producer households, traders or marketers, inputs suppliers, extension officers and other key informants. This report covers the second round of data collected through the FAO monitoring system in Yemen. A first round was collected earlier in 2020, followed by an initial report published in March 2021. The report was made possible by the support of the American People through the United States Agency for International Development (USAID). Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: The assessment presented in this report uses livelihood survey data collected by the Food and Agriculture Organization of the United Nations (FAO) from June to November 2020 in 11 highly food insecure countries. These efforts have led to the assembly of the survey data into one of the largest datasets so far used to look at coronavirus disease 2019 (COVID-19)-related impacts on rural and agricultural livelihoods. It contributes to the growing body of evidence by focusing specifically on agricultural households, and sheds new light on the impact of COVID-19 and other shocks on the lives and livelihoods of these households. All countries selected appear in the list of “food crisis countries” published annually by the multi-agency Food Security Information Network (FSIN). These countries are Afghanistan, Central African Republic, Colombia, Democratic Republic of the Congo, Liberia, Mali, Niger, Sierra Leone, Somalia, Yemen and Zimbabwe.This report shows that the enforcement of COVID‑19‑related restrictions has reduced the incomes of agricultural producers as well as their food security with an impact comparable to that of major shocks, such as conflict or natural disasters. The overall decrease in income was particularly high for vegetable and fish producers whose products are highly perishable, highlighting how movement restrictions and consequent transportation delays of agricultural goods affected these groups the most, causing severe losses that could not be compensated once restrictions were lifted. Livestock producers were also among the most severely affected by the restrictions, however the impact for many of them has been cushioned though either delayed sales or through asset depletion, which can lead to a cycle of poverty. As the pandemic and associated restrictions continue, both supply and demand‑side measures are necessary.This report is made possible by the support of the American People through the United States Agency for International Development (USAID). Book excerpt: In recent years, the number of people experiencing acute hunger has been persistently high. And 2018 was no exception. Some 113 million people in 53 countries were acutely hungry last year. That is 113 million girls, boys, men and women, old and young, who were unable to access enough food and required humanitarian assistance to meet their most basic needs. For FAO, building resilient agriculture-based livelihoods and food systems is at the core of efforts to fight acute hunger and avert food crises. We know how critical humanitarian assistance is. At the same time, it is clear that humanitarian assistance on its own is not enough to win the battle against acute hunger. That is why FAO’s humanitarian work is firmly embedded within a foundation of resilience building. And this was really demonstrated in 2018, when the breadth of our work extended from immediate humanitarian response to protect lives and livelihoods in some of the most complex contexts in the world, including South Sudan and Yemen, to addressing the vulnerability of pastoral populations and facilitating the development of livestock feed balances in the Horn of Africa, to supporting disaster risk reduction efforts from Myanmar to Central America. Publications such as this offer us an opportunity to reflect on some of our achievements over the past year and identify how we can do better in the next. It is not intended as an exhaustive list of the work done under FAO’s strategic programme on resilience, but rather a snapshot to demonstrate what we can achieve and how much more this to be done.

Book excerpt: Key Messages • Yemen is experiencing one of the world’s largest humanitarian crises resulting from prolonged conflict, with about half the population suffering from food insecurity. • Food availability and affordability in Yemen is extremely vulnerable to external shocks because of the fragility of the national food system and its heavy dependence on food imports by the private sector and international humanitarian agencies. • A recent workshop jointly organized by IFPRI and HSA Group reviewed the state of collaboration between key actors in Yemen’s food system and discussed avenues to building strong cross-sector partnerships for ending the current food crisis and strengthening food system resilience. • Limited collaboration among the public, private, and third sectors (for example, in the form of collective action, multistakeholder partnerships) contributes to inefficiencies in food supply chains and food aid delivery. • Currently, collaborations are often ad hoc, limited to peer-to-peer partnerships, and constrained by a siloed mentality. • With a potential peace agreement, new opportunities for cross sector collaboration and strategic partnerships between food system actors are emerging. • Enhanced communication among the public, private, and third sectors is an important first step toward improving mutual understanding, building trust, exchanging critical information and ideas, and realizing opportunities for effective collective action.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.
