Book excerpt: This report provides an overview and analysis of U.S.-Yemeni relations amidst evolving political change in Yemeni leadership, ongoing U.S. counterterrorism operations against Al Qaeda in the Arabian Peninsula (AQAP) operatives at large in Yemen's hinterlands, and international efforts to bolster the country's stability despite an array of daunting socio-economic problems. Congress and U.S. policymakers may be concerned with prospects for stabilizing Yemen and establishing strong bilateral relations with future Yemeni leaders. On November 23, 2011, after eleven months of protests and violence that claimed over 2,000 lives, then President Ali Abdullah Saleh of Yemen signed on to a U.S.-backed, Gulf Cooperation Council (GCC)-brokered transition plan. In line with the plan, Yemen held a presidential election in February 2012 with one consensus candidate on the ballot-former Vice President Abed Rabbo Mansour al Hadi. He received 6.6 million votes and, on February 25, 2012, he was inaugurated before parliament. Many Administration officials have declared that AQAP, the Yemeni-based terrorist organization that has attempted on several occasions to attack the U.S. homeland, is the most lethal of the Al Qaeda affiliates. In recent years, the Administration and Congress have supported an increased U.S. commitment of resources to counterterrorism and stabilization efforts there. Many analysts assert that Yemen is becoming a failed state and safe haven for Al Qaeda operatives and as such should be considered an active theater for U.S. counterterrorism operations. Given Yemen's contentious political climate and its myriad development challenges, most long-time Yemen watchers suggest that security problems emanating from Yemen may persist in spite of increased U.S. or international efforts to combat them. For FY2013, the Obama Administration is requesting $72.6 million in State Department administered economic and military aid for Yemen. The Administration ceased outlays of previously appropriated aid for Yemen during the past year due to political unrest there, although the delivery of some aid resumed in September 2011.

Through a detailed analysis, this book offers a new interpretation of the systematic changes in Yemen-US relations and their future prospects. Book excerpt: This report provides information on the ongoing crisis in Yemen. Now in its fifth year, the war in Yemen shows no signs of abating. The war has killed thousands of Yemenis, including combatants as well as civilians, and has significantly damaged the country's infrastructure. The difficulty of accessing certain areas of Yemen has made it problematic for governments and aid agencies to count the war's casualties. One U.S. and European-funded organization, the Armed Conflict Location & Event Data Project (ACLED), estimates that 60,000 Yemenis have been killed since January 2016. Though fighting continues along several fronts, on December 13, 2018, Special Envoy of the United Nations Secretary-General for Yemen Martin Griffiths brokered a cease-fire centered on the besieged Red Sea port city of Hudaydah, Yemen's largest port. As part of the deal, the coalition and the Houthis agreed to redeploy their forces outside Hudaydah city and port. The United Nations agreed to chair a Redeployment Coordination Committee (RCC) to monitor the cease-fire and redeployment. On January 16, the United Nations Security Council (UNSCR) passed UNSCR 2452, which authorized (for a six-month period) the creation of the United Nations Mission to support the Hudaydah Agreement (UNMHA), of which the RCC is a significant component. As of late March 2019, the Stockholm Agreement remains unfulfilled, although U.N. officials claim that the parties have made "significant progress towards an agreement to implement phase one of the redeployments of the Hudayda agreement." Although both the Obama and Trump Administrations have called for a political solution to the conflict, the two sides in Yemen appear to fundamentally disagree over the framework for a potential political solution. The Saudi-led coalition demands that the Houthi militia disarm, relinquish its heavy weaponry (ballistic missiles and rockets), and return control of the capital, Sanaa, to the internationally recognized government of President Abdu Rabbu Mansour Hadi, who is in exile in Saudi Arabia. The coalition asserts that there remains international consensus for these demands, insisting that the conditions laid out in United Nations Security Council Resolution (UNSCR) 2216 (April 2015) should form the basis for a solution to the conflict. The Houthis reject UNSCR 2216 and seem determined to outlast their opponents while consolidating their control over northern Yemen. Since the December 2017 Houthi killing of former President Ali Abdullah Saleh, a former Houthi ally, there is no apparent single Yemeni rival to challenge Houthi rule in northern Yemen. Armed groups, including Islamist extremists, operate in other parts of the country, and rival political movements and trends advance competing visions for the long-term reestablishment of national governance in the country. The reconciliation of Yemeni factions and the redefinition of the country's political system, security sector, and social contract will likely require years of additional diplomatic engagement. According to the United Nations, Yemen's humanitarian crisis is the worst in the world, with close to 80% of Yemen's population of nearly 30 million needing some form of assistance. Two-thirds of the population is considered food insecure; one-third is suffering from extreme levels of hunger; and the United Nations estimates that 230 out of Yemen's 333 districts are at risk of famine. In sum, the United Nations notes that humanitarian assistance is "increasingly becoming the only lifeline for millions of Yemenis."

He examines Yemen's trajectory from revolutions and civil war in the 1960s to unification in the 1990s and on to the 2011 uprisings which eventually saw the fall from power of Ali Abdallah Salih in 2012. Covering the twentieth-century history of Yemen from traditional society to a melting-pot of revolutions accompanied by foreign intervention, Uzi Rabi's book offers an analysis of a state that is failing, both in terms of day-to-day functioning, and in terms of offering its citizens a modicum of security. Rabi covers the initial rulers of the country, Imam Yahya and his descendents, who ruled Yemen until 1962. But with the growing influence of Gamal Abd al-Nasser's vision of Arab nationalism, and the defeat the British and their allies in November 1967, the way was paved for the formation of South Yemen: the only declared Marxist regime in the Arab world. Rabi tracks the turbulent political history of the two Yemens, in particular South Yemen, which between 1967 and 1986 saw five presidents come and go, three of whom were ousted by violent means. But with unification came a new set of problems concerning poverty, terrorism and corruption. Rabi's analysis of the political beginnings, rule and eventual downfall of Salih are key to understanding all of these, and how they have contributed to Yemen's current explosive condition. Drawing extensively on Arabic sources, many of which are not available in the English language, Rabi offers important analysis on the volatility of the state in Yemen. Based on freshly examined materials, this book is a vital reference of any examination of the country's twentieth-century history and its impact on the current unstable situation in the wider Middle East.
