In No Home in a Homeland, Julia Christensen documents the rise of Indigenous homelessness and argues that this alarming trend will continue so long as policy makers continue to ignore northern perspectives and root causes, which lie deep in the region’s colonial past. Christensen interweaves analysis of the region’s unique history with the personal stories of people living homeless in two cities – Yellowknife and Inuvik. These individual and collective narratives tell a larger story of displacement and exclusion, residential schools and family breakdown, addiction and poor mental health, poverty and unemployment, and urbanization and institutionalization. The study is based on the discourse analysis of statement, documents and interviews by the different actors in the cooperation. In this book, the problem of the environment is seen as a problem of order: it is a problem of ordering relations among related actors, of ordering priorities of action and of ordering relations between different institutional arrangements locally, regionally and internally. Three discourses were found in the cooperation: discourses of sovereignty, knowledge and development. In the discourse of sovereignty, the development of relations between state and indigenous peoples in terms of international environmental cooperation is central. In the discourse of knowledge, the different forms of knowledge and the role of different producers of knowledge in cooperation has been discussed. The discourse of development focuses on the idea of sustainable development and its applications in defining the future of the Circumpolar North and the activities of the Arctic Council. The arctic cooperation can be understood as a regional effort to make an order of sustainability into practice.

A closer look reveals that the provinces – responsible for delivering essential public and social services such as education and healthcare – shouldered the burden. The Public Sector in an Age of Austerity examines public-sector austerity in the provinces and territories, specifically addressing how austerity was implemented, what forms austerity agendas took (from regressive taxes and new user fees to public-sector layoffs and privatization schemes), and what, if any, political responses resulted. Contributors focus on the period from 2007 to 2015, the global financial crisis and the period of fiscal consolidation that followed, while also providing a longer historical context – austerity is not a new phenomenon. A granular examination of each jurisdiction identifies how changing fiscal conditions have affected the delivery of public services and restructured public finances, highlighting the consequences such changes have had for public-sector workers and users of public services. Book excerpt: Breaking the Ice is a comparative study of the movement for native land claims and indigenous rights in Alaska and the Western Arctic, and the resulting transformation in domestic politics as the indigenous peoples of the North gained an increasingly prominent role in the governance of their homeland. This work is based on field research conducted by the author during his nine-year residency in the Western Arctic. Zellen discusses the major conflicts facing Alaskan Natives, from the struggle to regain control over their land claims to the Native alienation from the corporate structure and culture and the resulting resurgence in tribalism. He shows that while the forces of modernism and traditionalism continued to clash, these conflicts were mediated by the structures of co-management, corporate development, and self-government created by the region's comprehensive land claims settlements. Breaking the Ice gives testimony to the achievements of Alaskan Natives through peaceful negotiation, and argues that the age of land claims has transmuted this same tribal force into something else altogether in the North: a peaceful force to spawn the emergence of new structures of Aboriginal self-governance.
