Book excerpt: Excerpt from Yearbook of the United States Department of Agriculture, 1917 Sm: When, on April 6, l9li, the existence of a state of war with Germany was declared by Congress, this country was facing an unsatisfactory situation in respect to its sup ply of foods and foodstuffs. The production in 1916 of the leading cereals, corn, wheat, oats, barley, rye, buckwheat, rice, and kafirs was comparatively low, aggregating bushels, as against for 1915, 000 for 1914, and the annual average for 1910 1914. The wheat crop of 1916 especially was strikingly small. It was only bushels, as compared with the record production for 1915 of with for 1914, and with the average for the five years 1910 - 1914 of It was certain, too, that on account of adverse weather conditions, the output of winter wheat for 1917 would be greatly curtailed. The world production of wheat for 1916 also was unsatisfactory, and the prospects for the ensuing year were not good. The situation was no better in respect to another conspicuously important food commodity, the Irish potato. The yield of this crop for 1916 in the United States was only bushels, while for 1915 and 1914, respectively, it was and For the period 1910-1914 it averaged. Book excerpt: Excerpt from Yearbook of the United States Department of Agriculture, 1903 The tendency of the Yearbook to increase in size, following very naturally the growth of the Department whose work it deals with, led to the production for several years of a book of inconvenient dimeh sions, and threatened, unless a different system were pursued in its preparation, very soon to make a most unwieldy volume. An earnest effort had to be made, and a change was therefore inaugurated in the preparation of the present volume, with a view to reducing its bulk. The result has been to reduce it by about 5200 pages; while the tendency to conservatism in the matter of illustrations, which for the past year or two has characterized all the publication work of the Department, has caused a reduction in the number of plates from 87 in the Year book for 1902 to 65 in the present volume. It has been impossible, of course, to effect such a marked reduction without in some measure restricting the number of articles contributed. The number in this volume, while still considerably above the average since the Yearbook was established, is 32, as against 37 last year and 33 in the Yearbook for 1901. The authors are, however, to be con gratulated upon having more nearly than ever before approached the standard of brevity which it has been sought to establish in connection with Yearbook articles, and the average length is but a fraction over 12 pages. Readers who have been in the habit of consulting the Appendix will find there also evidence of this restrictive policy in the elimination of some features to which they have become accustomed. It is believed, however, that the most important information presented in this part of the Yearbook for permanent preservation has been retained. At a risk of repetition, it must be again stated for the information of those who desire to possess a copy of the work, that the quota assigned to the Department's use is barely su cient to supply its own active coworkers, and the great majority of people desiring to secure a copy must, therefore, depend upon their Senators, Representatives. It stimu lated production, increasingly controlled plant and animal diseases, reducing losses from the cattle tick, hog cholera, tuberculosis, predatory animals, and crop pests, and, in con junction with the Department of Labor, rendered assistance to the farmers in securing labor. It safeguarded seed stocks and secured and distributed good seeds to farmers for cash at cost; acted jointly with the Treasury Department in mak ing loans from the President's special fund to distressed farmers in drouth-stricken sections; aided in transporting stock from the drouth areas; greatly assisted in the market ing of farm products, and, under enormous difficulties, helped the farmers to secure a larger supply of fertilizers. At the direction of the President, it is administering under license the control of the stockyards and of the ammonia, fertilizer, and farm-equipment industries. Book excerpt: Excerpt from Yearbook of the United States Department of Agriculture, 1905 In view of the recent somewhat active discussion with regard to Government publications more especially annual reports, and in view of the fact that, under the law providing for its issue, the Yearbook is designated as Part II of the Annual Report of the Secretary of Agriculture, it may be of interest to indicate the circumstances which have given to the Yearbook its present special character. The publication of the Yearbook is called for by an act providing for the public printing and binding, and the distribution of public documents, approved January 12, 1895, which is quoted on the opposite page. This act was the result of a careful and protracted investigation by the Joint Committee on Printing of the Senate and the House of Representatives concerning the character of public documents and the manner of distributing them. Of the publications issued under the law then existing, the Annual Report of the Department of Agri culture was necessarily the 'object of special consideration, owing to the very large edition, copies. It was recognized that in its old form the Annual Report of the Department contained a large amount of administrative detail of interest to comparatively few read ers outside of Congress, and consequently quite superfluous in a volume intended for widespread popular distribution. Besides these administrative details, the Annual Report was made the vehicle for a considerable amount of scientific matter. This matter was of interest chiefly to specialists in some one but rarely in all of the lines of scientific work pursued in the Department. Moreover, the growth of the Department and the creation of new 0 ices threatened to increase greatly the bulk of the volume. It was, therefore, wisely determined to divide the Annual Report of the Department into two parts, sepa rately bound. The first part, known as the Annual Reports of the Department of Agriculture, and issued in an edition of 00pies, contains, first, the personal report of the Secretary of Agriculture, addressed to the Presi dent, and, second, a detailed report from each division chief addressed to the Secretary. It is satisfactory to note, however, that this result is due not to an increase in the length of the articles contributed but to continued expansion in the Department work - the multiplication of the branches of work which should be represented in the pages of the Yearbook. As a matter of fact, the 37 articles which form the bulk of the volume will average fewer pages than those in any former Yearbook. These take up 534 pages, being an average of a little over 14: pages to an article. The corresponding portion of the Yearbook for 1901 aggre gated 492 pages, containing 33 articles, averaging 15 pages; while the corresponding figures for the Yearbooks for 1900 and 1899 were, respectively, 552 pages, 31 articles, averaging nearly 18 pages, and 593 pages, 26 articles, averaging nearly 23 pages. It has been impossible in the general effort at reduction to apply it equally to the first part of the Yearbook, which, in compliance with the law requiring the inclusion in each Yearbook of a general report of the operations of the Department, consists of the Secretary's Annual Report. This record unavoidably expands in some proportion to the continued growth of the Department and the extension of its work along numerous new lines. The number of plates (87) is the same as in 1900 and slightly less than in 1901, though in view of the increase in the number of articles the reduction is proportionately greater than the actual number shows. In accordance with the general policy Of reduction, the illustrations have been carefully restricted to such as are deemed necessary to increase the usefulness of the work and to assist the reader to a full and satisfactory understanding of the text.
