This 1993 book analyses and evaluates European Community trade, aid and industrial policies towards developing countries - their origin, main features, logic, evolution and effectiveness in reaching the goals assigned to them. The author sums up the state of Europe's development policies by describing them as regional in scope, colonial in geographical emphasis, discriminatory in their effects and lacking in overall cogency. Existing accounts of Yugoslavia s dissolution, however, pay little regard to the troubled relationship between the Yugoslav Federation and the European Community (EC) prior to the crisis in the early 1990s, and the instability this created. Here, Branislav Radeljic offers an empirical analysis of the EC s relations with Yugoslavia from the late sixties, when Yugoslavia was under the presidency of Josep Broz Tito, through to the collapse of the Yugoslav federation in 1992, after the rise of Slobodan Milo evi? and the beginning of the Yugoslav Wars. Radeljic explores the economic, political and social elements of these discords, and also places emphasis on the role of Slovenes, Croats and other diasporas focusing on their capacity to affect policy-making at a Europe-wide level. Radeljic argues convincingly that a lack of direction and inadequate political mechanisms within the EC enabled these non-state actors to take centre-stage, and shows how EC paralysis precipitated a bloody conflict in the Balkan region."

But delegation is carefully controlled. Traditionally, control has been exerted through a system of committees of member state representatives ('comitology'). However, this system was contested by the European Parliament which was left without any influence. The Lisbon Treaty introduced a new control regime for delegated powers, the so-called delegated acts system, which was meant to supplement the existing system. The new system involves direct control by the Council of Ministers and the European Parliament and thus for the first time gave the European Parliament real influence over delegated powers. However, the choice over which delegation regime to use in practice has turned into one of the most vehement institutional conflicts in the EU political system. This book represents the first comprehensive investigation of this conflict. It does so by a combination of methods and data, including process-tracing of the introduction of the new system in the Lisbon Treaty, case studies of selected post-Lisbon delegation situations, and statistical analysis of datasets comprising hundreds of post-Lisbon legislative files.

The editors are to be congratulated for their initiative in drawing together present thinking at a vivid meeting, now also in print. An old timer in the business has not much to add. But maybe some things, bearing in mind that a Preface is a celebration and not a review. As always with ideas it is hard to identify those who first gave shape to the idea of diffusion. In a general sense it is probably an observation as old as human self-reflection that groups of populations exchange ideas and copy habits and implements from each other. Sometimes it has even been recommended, as a Chinese proverb suggested millenia ago, "If you want to become a good farmer, look at your neighbor" .

Book excerpt: Originally published in 1999, Bridges and Barriers is a detailed study of the European Union’s Mediterranean Policy from the initial agreements in the 1960s to the recent Euro-Mediterranean Partnership . The scope of this analysis includes the Maghreb and Mashreq countries in addition to Turkey, Malta, Israel, the Occupied Territories and Cyprus. The authors argue that the limited success of trade and development policy in this region resulted from endogenous and exogenous factors: examples of the former include the lack of the political will necessary to implement trade, aid and reform policies, while the latter include the energy crisis of the 1970s, the Arab-Israeli conflict and the Cold War.
