Over one-third of these students (578,000) took all of their courses online. The number of students taking at least one online course is projected to increase by 20% to 1.9 million students by Fall 2003.1 The number of distance education courses offered by Wyoming?s seven colleges has grown dramatically over the last 8 years, from a handful in 1994-95 to 284 in 2002-03. The barriers of geography and time are no longer as daunting for students in Wyoming thanks to the rapid evolution of support technologies that allow for efficient and quality delivery of instruction. On August 11, 2003 the Executive Council met in the morning. That afternoon a special meeting was held. During that session, college presidents, academic deans, distance education representatives and some of the staff from the Wyoming Community College Commission gathered to discuss possibilities regarding the current status and future possibilities of distance education. From that brainstorming session a task force was formed to further explore the key concepts voiced during the discussion and to provide recommendations. Over the course of three intense meetings, the task force continued to base their discussions on three key concepts: (1) the need to ensure high quality in both the training to develop and teach distance education courses and the quality of the courses; (2) the commitment to supporting the continued growth of distance education without creating a bureaucratic structure at either the college or state level; and (3) the focus on working together as partners while recognizing the priorities and independence of each college. Appendixes include deliverables, deliverable calendar, consortium information, and a distance education fact sheet.

Book excerpt: Online K-12 education programs, also known as virtual schools, began in the 1990s and offered mostly enrichment experiences and accelerated high school courses such as honors. With the growing number of online learning providers, ranging from state virtual schools to nationwide online charter schools, parents and their children have more choices available. However, the research is limited regarding guidance that enable parents to make educated decisions about school choice for their children. This study determined perceptions of parents of online high school students regarding the effectiveness of online secondary education programs. A questionnaire was developed for parents whose children were enrolled in the same online high school for multiple school years. Through color coding, the author found that parents transferred their students to an online high school, only when they were not successful in a brick and mortar high school. Comments from respondents revealed that individualized attention, flexible scheduling and motivated teachers of online high schools make students academically successful. There are few challenges which were not anticipated by parents. The most serious concern for parents is lack of student self-regulation. In response to this concern this author suggests orientations for parents, greater communication and more onsite assistance.

Book excerpt: The purpose of this study was to examine the union leaderships' perceptions and practices regarding the adoption of school district controlled K-12 cyber program options. This qualitative research study investigated the attitudes of the union leadership, as well as their beliefs about the impact on the teachers, the school, and perceived employment. Through the use of constructed responses and open-ended survey items, the study identified (a) union leadership perceptions on the impact of the teaching employment within the school, (b) specific actions and practices that the union leadership employed to approve or disapprove the adoption within their schools, and (c) the challenges that the districts have undergone to provide the union leadership with accurate data to promote the return of cyber students to their district. Interviews with seven local teachers' union leadership participants provided additional information that had shaped their perceptions of the impact that online learning has had on their constituents. The finding of this study revealed that the union has recognized that the constituents that they represented did not have a clear understanding of the cyber programs or how to teach them. Within the union leadership ranks in each district, the challenge that must be overcome is that of trying to educate teachers on the benefits of the cyber school being housed within the individual districts. The union leadership would like to ensure that the districts' commitment also includes professional development for those involved, as well as equal teaching assignments as per local contracts. The districts identified their responsibility to provide professional development and ongoing support to develop a meaningful education experience for the students as well as effective teaching practices.
