It explores how the US-led War on Terror, operating both as a set of material practices and as a larger discursive framework for security, influenced the security of both state and non-state actors in Southeast Asia after 9/11. Building on the author’s own critical security studies approach, which demands a historically and geographically contingent method of empirically grounded critique, Writing Southeast Asian Security examines some of the unexpected effects that the discourses and practices of the War on Terror have had on the production of insecurity in the region. The cases presented here demonstrate that forms of insecurity were constructed and/or abetted by the War on Terror itself, and often occurred in concert with the practices of traditional state-centric security. This work thus contributes to a larger critical project of revealing the violence intrinsic to the pursuit of security by states, but also demonstrates pragmatic opportunities for a functioning politics of theorizing security. This book will be of much interest to students of critical terrorism studies, critical security studies, East Asian, and Southeast Asian politics, US foreign policy, and IR in general.

That is to say, Western strategists, thinkers and writers have tended to establish the principles of strategic concepts, and to develop theories around them. While there is utility in much Western strategic thought, it is also apt to note that some of it does not have full relevance or validity when applied to a regional setting that is far removed from the geographical boundaries of the Western world. In that connection, this volume is partly intended to serve as an antidote to much of the Western commentary on Asia-Pacific security issues by providing a range of perspectives on those issues from the Southeast Asian point of view. It offers a range of Southeast Asian perspectives on the multifaceted security issues that confront the Asia-Pacific region in the post-Cold War era. That there is no unitary perspective emanating from the region is symptomatic of the very fluid geopolitical situation that characterizes Asia-Pacific security, and, of equal import, the different schools of thought that analysts in the region have chosen to subscribe to.

How has a group of lesser, self-identified Southeast Asian powers gone beyond its original regional purview to shape the form and content of Asian Pacific and East Asian regionalisms? According to Alice Ba, the answers lie in ASEAN's founding arguments: arguments that were premised on an assumed regional disunity. She demonstrates how these arguments draw critical causal connections that make Southeast Asian regionalism a necessary response to problems, give rise to its defining informality and consensus-seeking process, and also constrain ASEAN's regionalism. Tracing debates about ASEAN's intra- and extra-regional relations over four decades, she argues for a process-driven view of cooperation, sheds light on intervening processes of argument and debate, and highlights interacting material, ideational, and social forces in the construction of regions and regionalisms.

Drawing on cases including the U.S. withdrawal from Vietnam and Washington’s pivot to Asia amid China’s growing regional role, it constructs an original balance of commitment model to explain continuity and change in U.S.-Southeast Asia policy. Balance of commitment goes beyond balance of power approaches to explains how translating Southeast Asia’s importance in U.S. thinking into actual commitments has proven challenging for policymakers as it requires simultaneously calibrating adjustments to power shifts, threat perceptions and resource extraction. The book applies the balance of commitment approach to several practical case studies, based on hundreds of conversations with policymakers and experts in the United States and Southeast Asia, personal experiences across nearly two decades and primary and secondary source material across a half-century. The findings suggest that the challenges of U.S. commitment to the region are rooted not simply in differences between administrations or divergences in outlook between Washington and regional capitals, but tough balancing acts for U.S. policymakers in domestic politics and wider foreign policy. As such, shaping U.S. strategy in Southeast Asia and calibrating and sustaining commitment requires not just appreciating Southeast Asia’s significance, but committing to the region in ways that manage structural aspects of U.S. thinking, capabilities and resourcing.

Have Southeast Asian states accepted that the primary threat their countries face is Al-Qaeda-inspired terrorist violence, or are other security concerns deemed more pressing? This study investigates threat perceptions in four Southeast Asian countries: Indonesia, Malaysia, the Philippines, and Singapore. It probes the extent to which their security concerns align with those of Washington, together with their preferred means for dealing with the phenomenon of terrorist violence. The central findings are that, in all four countries, the U.S. counterterrorist security agenda has shaped security perceptions as well as security behavior, though to a greater extent in the Philippines and Singapore than in Indonesia and Malaysia. However, the most important effect in Southeast Asia of this change in the U.S. security priority after 9/11 has been sociopolitical in nature, even where an individual government might not perceive the threat from terrorism to be the major security challenge that it faces. In each of the four states, involvement in the U.S. decision to give overwhelming attention to counterterrorist action has sharpened the focus on long-standing security concerns, especially those connected with the security of the political regime or unity of society. In sum, these countries' domestic concerns interact in complex and subtle ways with their security relationship with the United States, as well as affecting the methods that the individual governments have used to deal with actual or potential terrorist violence inside their countries.
